طراحی مدل مفهومی الزامات استفاده از ابزار تحریم در پیشبرد اهداف سیاست خارجی ایالات متحده

چکیده
تحریم های یک جانبه آمریکا به یکی از مهم ترین مسائل اقتصادی، سیاسی و امنیتی ایران و برخی دیگر کشورها در مهروموم های اخیر تبدیل شده است. از منظر خبرگان و مسئولان ارشد وزارت خزانه داری، اجرای مؤثر و کارآمد تحریم ها نیازمند تحقق الزامات و شرایطی است. در دوره ریاست جمهوری ترامپ و با توجه به رویکرد او در استفاده مضاعف از سلاح تحریم، الزامات تحریم به یکی از مباحث مهم امنیت ملی آمریکا تبدیل شده است. به رغم بحث ها و گفتگوهای فراوانی که در این زمینه میان نظریه پردازان علمی و سیاستمداران صورت گرفته است، هنوز این مفهوم و مصادیق آن در قالب یک مدل علمی و تحلیلی ارائه نشده است. بدیهی است شناسایی و استخراج الزامات کارآمدی تحریم می تواند در جهت تضعیف و مقابله با آن استفاده شود. از این رو پژوهش حاضر به طراحی مدل مفهومی الزامات استفاده از ابزار تحریم در پیشبرد اهداف سیاست خارجی ایالات متحده می پردازد. روش تحقیق کیفی و مبتنی بر نظریه پردازی داده بنیاد ثانویه است. به این منظور با استفاده از روش داده بنیاد صحبت های 6 مقام ارشد وزارت خزانه داری آمریکا در ده سال اخیر شامل استوارت لوی، الیزابت روزنبرگ، دیوید کوهن، آدام ژوبین، خوآن زاراته و ریچارد نفیو مورد تحلیل قرار گرفت و الزامات کلیدی کارآمدی تحریم از منظر آنها استخراج شد. یافته های تحقیق نشان می دهد الزامات شامل 25 مورد است که در سه دسته الزامات اقتصادی، سیاسی و فرهنگی-اجتماعی تقسیم می شود و مهم ترین آن، وابستگی زیاد کشور هدف و شرکای تجاری آن به دلار و اقتصاد آمریکاست.Designing the Conceptual Model of Requirements for Using Sanctions in Advancing US Foreign Policy Objectives
Unilateral US sanctions have become one of the most important economic, political and security issues in Iran and some other countries in recent years. From the view of the senior officials of the Treasury Department, the effective and implementation of sanctions requires the fulfillment of the requirements and conditions. Under the terms of the Trump presidency, and considering his approach to increase the use of the arms embargo, sanctions’ requirements have become one of the key issues of national security in the United States. Despite the many discussions that have taken place between scientific theorists and politicians, this concept have not yet been presented in the form of a scientific and analytical model. Obviously, identifying and extracting the sanctions efficiency requirements can be used to weaken and combat with it. Therefore, the present study aims to design a conceptual model for the use of sanctions instruments in advancing US foreign policy goals. The method of qualitative research is based on the secondary grounded theory. For this purpose, the US Department of the Treasury Department's Senior Officials' data has been analyzed in the last ten years.These officials include Stuart Levy, Elizabeth Rosenberg, David Cohen, Adam Jubin, Juan Zarate and Richard Nephew, and the key sanctions imperative has been extracted from their announce or published views. The research findings indicate that the requirements include 25 factors that are divided into three categories of economic, political and cultural-social requirements, and most importantly, the high dependence of the target country and its trading partners in dollars and the American economy.
