آسیب شناسی طرح های توسعه شهری از فرآیند تهیه تا اجرا با تأکید بر طرح جامع و تفصیلی شهر مشهد (مقاله علمی وزارت علوم)

چکیده
از اقدامات در جریان اصلاح و بهبود روندهای نادرست و مشکلات موجود در تهیه این طرح ها، آسیب شناسی طرح های توسعه شهری است. این پژوهش سعی دارد با توجه به روش تحقیق ترکیبی به جمع آوری اطلاعات بپردازد. تحلیل بکار گرفته شده از طریق نرم افزارهای مکس کیودا و SPSS می باشد. در روش کیفی به شناسایی مهمترین آسیبها و در روش کمی برای اولویت بندی نتایج از آزمون فریدمن استفاده شد. نتایج در دو سطح (کشور و شهر مشهد) که سطح اول با بررسی44 سند مرتبط و سطح دوم با مصاحبه انجام شده با 16 نفر از متخصصین حوزه اجرایی و نظری در نرم افزار مکس کیودا نشان داد: در مجموع 68 آسیب در طرح های توسعه شهری دخیلند. 56 آسیب در زمینه تهیه، 6 آسیب در زمینه دیدگاه و 6 آسیب نیز در زمینه نظارت می باشد. نتایج آزمون فریدمن مهمترین آسیب های طرح های توسعه شهر مشهد را به ترتیب اولویت در حوزه تهیه (میانگین اهمیت 1/28)، اجرا (5/16)، دیدگاه (3/14) نشان داد، بطوریکه موازی کاری بین نهادی، محصول نگری طرح و سیاست گزینی سه مساله اولویت دار در مسائل آسیب شناسی مطرح گردیدند. ضعف مشاوران تهیه طرح، عدم توجه به نقش شهر، غفلت از مسائل آن و شتاب زدگی در تصویب کمترین تأثیر را بر روند طرح های توسعه شهر مشهد دارا میباشند. در حوزه اسنادی مهمترین اولویت های مسئله دار در ابعاد تهیه و اجرا شناسایی گردید. سه مسئله مهم در آسیب شناسی طرح های توسعه در سطح کشور نیز موازی کاری بین نهادی، فقدان نیروی متخصص در شهرداری ها و نادیده گرفتن مسائل اجتماعی طرح می باشد.Pathology of Urban Development Plans from Preparation to Implementation with an Emphasis on the Comprehensive and Detailed Plan of Mashhad City
One of the corrective measures and improvement of incorrect processes and existing problems in the preparation of these plans is pathology of urban development plans. This research tried to gather data in this regard using the mixed method. The analysis was done using MAXQDA and SPSS software . In qualitative stage for identify the most important damages and in the quantitative stage, Friedman's test was used to prioritize the results. The results were obtained from two levels (the country and the city of Mashhad). The first one through the review of 44 related documents and the second level through interviews conducted with 16 experts in the executive and theoretical fields. The results showed that a total of 68 damages are involved in urban development plans. There are 56 damages in the field of preparation, 6 damages in the field of perspective and 6 damages in the field of supervision. The results of Friedman's test showed the most important damages of Mashhad city development plans in order of priority are in preparation (average importance 28.1), implementation (16.5), perspective (14.3). In this way, inter-institutional parallel work, planning product and policy selection were determined as three important issues respectively regarding the damages. Weakness of plan preparation consultants, ignoring the role of the city, neglecting necessary issues, and haste in approval have the least impact on the development plans of Mashhad. Regarding the documents, the most important problematic priorities were preparation and implementation. Three important issues in the pathology of development plans at the country level are inter-institutional parallelism, lack of expert staff in municipalities, and ignoring the social issues of the plan.
