تحلیل تطبیقی تمرکز بر ابعاد اجتماعی کیفیّت زندگی در مقایسه با ابعاد اقتصادی و مالی در برنامه های توسعه در ایران (مقاله علمی وزارت علوم)

چکیده

عوامل اقتصادی و مالی تأثیر به سزایی در ابعاد اجتماعی کیفیت زندگی پس از انقلاب به جا گذاشته است. هدف این مقاله ارزیابی و مقایسه اثرپذیری «ابعاد اجتماعی کیفیت زندگی»  بر مبنای مولفه ای اقتصادیو مالی در برنامه های توسعه کشور بر مبنای روش تحلیل محتوا و واحد تحلیل مضمون با بررسی مفاهیم موجود در متن احکام برنامه های توسعه است. در بررسی تمرکز برنامه های توسعه بر ابعاد اجتماعی کیفیت زندگی و اثرپذیری آن در برنامه های توسعه، ابعاد اجتماعی کیفیت زندگی در قالب متغیرهای «امنیت اقتصادی- اجتماعی»، «همبستگی اجتماعی»، «ادغام اجتماعی»، «توانمندسازی اجتماعی» و «تداوم پذیری اجتماعی» در الگوی پژوهش منظور شده اند. یافته ها نشان می دهند که در شش برنامه توسعه، در برنامه چهارم، بیشترین توجه به ابعاد اجتماعی کیفیت زندگی و در برنامه ششم بُعد مالی در قالب «امنیت اقتصادی- اجتماعی» نسبت به سایر مولفه های کیفیت زندگی مهمتر و تعیین کننده تر  بوده است. بُعد «امنیت اقتصادی- اجتماعی» در برنامه ششم توسعه بیشترین حضور و در برنامه دوم توسعه کمترین میزان توجه را به خود اختصاص داده است.                                                                               This article pays to reveal “social dimensions of quality of life” influences in development plans of Iran. Social dimensions of  Quality of life includes: “social and economic security”, “social solidarity”, “social integration”, “social empowerment”, and “social continuity”. Based on Content Analysis Method (CAM), we used a model to examine development plans policies and measure focuses and attention on this subject. The main findings show that “social and economic security dimension” has enjoyed the most presence in the Sixth Development Plan while it enjoyed lowest attention in the Second Development Plan. Social solidarity dimension obtained the most attention in the Fourth Development Plan and the least attention in the first and second plans. Social integration dimension has rendered most presence in the Forth Development Plan and gained the least attention in the First and Second Development Plans. Social empowerment dimension has obtained the most presence in the Forth Development Plan and gained the least attention in the Second Development Plan than other plans. It should be noted that the dimension shows considerable decline in the sixth plan in comparison with the fifth pan. Social continuity dimension has enjoyed more attention in the fifth and forth plans respectively while it gained the least attention in the first and second plans.
