رویکردهای مدیریتی در کاهش فساد اداری: بررسی نقش مدیران در پیشگیری از فساد از منظر حقوقی و مدیریتی

چکیده
در این مقاله، فساد اداری به عنوان یکی از چالش های اساسی در سازمان ها و نهادهای دولتی که می تواند به شدت بر کارایی، شفافیت و اعتماد عمومی تأثیر بگذارد، مورد بررسی قرار می گیرد. پژوهش با هدف تحلیل رویکردهای مدیریتی و قوانین حقوقی مؤثر در کاهش فساد اداری، ابتدا مفاهیم کلیدی از قبیل فساد اداری، شفافیت، پاسخگویی و تعاملات سازمانی را مرور کرده و سپس با بررسی رویکردهایی نظیر رهبری اخلاقی، مدیریت شفاف و نظارت مؤثر، چالش های حقوقی و موانع موجود در فرآیندهای مدیریتی که مانع پیشگیری مؤثر از فساد می شوند را شناسایی می کند. داده های تحقیق از مطالعات موردی، گزارش های دولتی و بررسی های تجربی به دست آمده و نتایج نشان می دهد که همکاری نزدیک بین نهادهای حقوقی و مدیریتی، ایجاد فرهنگ شفافیت و پاسخگویی و تقویت ابزارهای نظارتی از عوامل کلیدی در کاهش فساد اداری محسوب می شوند. همچنین، تحلیل تجربیات بین المللی و مدل های موفق، راهکارهای عملی برای مدیران و سیاست گذاران ارائه می دهد که می تواند به بهبود محیط های سازمانی و کاهش فساد اداری کمک نماید.Management approaches to reducing administrative corruption: Examining the role of managers in preventing corruption from a legal and managerial perspective
In this article, administrative corruption is examined as one of the fundamental challenges in government organizations and institutions that can severely affect efficiency, transparency, and public trust. Aiming to analyze management approaches and legal laws effective in reducing administrative corruption, the research first reviews key concepts such as administrative corruption, transparency, accountability, and organizational interactions, and then, by examining approaches such as ethical leadership, transparent management, and effective oversight, identifies legal challenges and obstacles in management processes that hinder effective prevention of corruption. Research data is obtained from case studies, government reports, and empirical surveys, and the results show that close cooperation between legal and management institutions, creating a culture of transparency and accountability, and strengthening oversight tools are key factors in reducing administrative corruption. Also, the analysis of international experiences and successful models provides practical solutions for managers and policymakers that can help improve organizational environments and reduce administrative corruption.
