تبیین مدل حکمرانی مطلوب نظام ورزش ایران با استفاده از دیمتل فازی (مقاله علمی وزارت علوم)

چکیده
نظام ورزشی درکشور همواره با چالش ها و مسائل مختلفی درحوزه حکمرانی، تعامل میان نهادهای متعدد و برآورده ساختن انتظارات کلیه ذینفعان مواجه بوده است. پژوهش حاضر باهدف دستیابی به الگویی مطلوب در حوزه حکمرانی ورزشی به منظور درک بهتر این پدیده و ارائه پیشنهادهای لازم صورت پذیرفت. برای طراحی الگوی حکمرانی مطلوب ورزشی، روش تحقیق آمیخته و مبتنی بر دیمتل فازی انجام گرفت. جهت گردآوری اطلاعات از مصاحبه های نیمه ساختاریافته و برای نمونه گیری از روش نمونه گیری نظری با تکنیک گلوله برفی انجام استفاده گزدید. در بخش کیفی ازنظرات خبرگان مدیریت ورزشی و جامعه شناسی در قالب پرسش نامه دلفی فازی بهزه گیری شد. 15مدل حکمرانی مطلوب استخراج و مورد مطالعه قرار گرفتند. تلخیص این مدل ها وجود 4 بعد، 15 مولفه و 41 شاخص را نشان می دهد. ماتریس حاصله از تکنیک دیمتل (ماتریس ارتباطات داخلی)، هم رابطه علی و معلولی بین عوامل را آشکار و اثرپذیری و اثرگذاری متغیرها را شناسایی نمود. روایی پرسش نامه ها در بخش کیفی به روش های CVR و CVI (شاخص های نسبت روایی محتوایی و روایی محتوایی) با استفاده نظر خبرگان تایید گردید. با استفاده از روش نمونه گیری تصادفی ساده و بر طبق فرمول کوکران 225 نفربه عنوان نمونه آماری تعیین و پرسش نامه حکمرانی مطلوب در بین اعضای نمونه توزیع گردید. برای ترسیم مدل تحلیلی، تحلیل مسیر با استفاده از نرم افزارهای SPSS و AMOS استفاده شد. در نهایت چهار بعد شامل کنترل مالی، شفافیت و پاسخگویی، شایستگی منابع انسانی و اجرای سیاست و خط مشی به دست آمد و براساس یافته های یاد شده پیشنهادهای پژوهش ارائه گردید.Explaining the optimal governance model of Iran's sports system by using Fuzzy DIMATEL
The purpose of the current research was to design the optimal governance model of the country's sports system using the fuzzy Delphi method, which is descriptive and qualitative according to the developmental goal and method of this research. First, in the form of documents and libraries, the indicators and dimensions of sports governance at the international and national levels were collected. The statistical population consists of two parts. A part of it has been related to the qualitative approach of the research, which consists of sports management experts. For this purpose, 15 optimal governance models were extracted and studied. The summary of these models shows the existence of 4 dimensions, 15 components and 41 indicators. The matrix obtained from DIMATEL technique identified the cause and effect relationships between the factors as well as the influence and effectiveness of the variables. The validity of the questionnaires was confirmed. To test the optimal governance model, the Ministry of Sports and Youth and the heads of provincial boards were considered. In the quantitative section, considering that the population size was 542, 225 people were determined as a sample by simple random sampling method and with Cochran's formula, and the questionnaire was distributed among the sample members. The validity of the drawing model is valid for four dimensions. Finally, four dimensions including financial control, competence of human resources, transparency and accountability, and implementation of policy and policy have been obtained.
