طراحی مدل ارزیابی عملکرد ادارات کل ورزش و جوانان استان های کشور (مقاله علمی وزارت علوم)

چکیده
پژوهش حاضر با هدف تعیین شاخص های ارزیابی عملکرد ادارت کل ورزش و جوانان استان های کشور و ارائه مدل کیفی مطلوب انجام شد. این پژوهش دارای رویکردی کیفی بود و از روش تحلیل محتوا و رویکرد گلیزری به عنوان روش تحقیق استفاده گردید. از انجا که این پژوهش با ماهیت اکتشافی و با هدف بسط دانش و افزایش آگاهی در زمینه ارزیابی عملکرد ادارات کل ورزش و جوانان استان های کشور انجام شد، در دسته تحقیقات بنیادی قرار می گیرد. جامعه مورد مطالعه این تحقیق را مدیران ستادی وزارت ورزش و جوانان جمهوری اسلامی ایران و مدیران کل ورزش و جوانان استان ها تشکیل می دادند. روش نمونه گیری به صورت گلوله برفی بود که تا رسیدن به اشباع نظری (22 مصاحبه) ادامه یافت. روند تجزیه و تحلیل داده های در سه مرحله کد گذاری اولیه، کدگذاری محوری و کدگذاری گزینشی انجام شد. روایی پژوهش بر اساس چهار معیار اعتبار، قابلیت تأئید، قابلیت اطمینان و قابلیت انتقال مورد تایید قرارگرفت. همچنین پایایی85/0 گزارش شد. در انتهای مراحل سه گانه کدگذاری،، لایه های مدل نهایی تحقیق به صورت تک تک و شماتیک ارائه گردید و در پایان، مدل نهایی تحقیق با ترکیب کردن این لایه ها عرضه شد. بر اساس نتایج تعداد93 مفهوم (کد) از مصاحبه ها استخراج گردید که در زیر مجموعه 13 مولفه قرارگرفتند و در نهایت زیرشاخه های مدل ارزیابی عملکرد ادارت کل ورزش و جوانان استان های کشور را تشکیل دادند. نتایج پژوهش نشان داد که عملکرد ادارات کل استان ها در حوزه های جداگانه قابل ارزیابی می باشد؛ هریک از این حوزه ها در ادارات کل استان ها در تعامل با معاونت های ستاد وزارت ورزش و جوانان و دفتر ارزیابی عملکرد وزارت ورزش و جوانان می توانند با بررسی شاخص های مربوط به حوزه تخصصی خود نسبت به تبیین وضعیت موجود اقدام نمایند و با تدوین راهبردهایی به بالاترین سطح عملکرد دست یابند.Designing a Performance Evaluation Model for the General Sports and Youth Departments of the Country's Provinces
The research is to determine the performance evaluation indicators of the general administration of sports and youth in the provinces of Iran and present the desired qualitative model. This research had a qualitative approach and the method of content analysis and Glazeri's approach was used as a research method. Since this research was conducted with an exploratory nature and with the aim of expanding knowledge and increasing awareness in the field of evaluating the performance of the sports and youth departments of the provinces of the country, it was included in the basic research category. The study population of this research was made up of the staff directors of the Ministry of Sports and Youth of the Islamic Republic of Iran and the general directors of sports and youth of the provinces. The snowball sampling method continued until theoretical saturation (22 interviews) was reached. The process of data analysis was done in three stages: initial coding, central coding and selective coding. The validity of the research was confirmed based on four criteria of validity, confirmability, reliability and transferability. A reliability of 0/85 was also reported. At the end of the three stages of coding, the layers of the final research model were presented individually and schematically, and finally, the final research model was presented by combining these layers. Based on the results, 93 concepts (codes) were extracted from the interviews, which were included in the subset of 13 components and finally formed the sub-branches of the performance evaluation model of the General Department of Sports and Youth of Iran's provinces.
The results showed that the performance of the administrations of the provinces can be evaluated in separate areas; Each of these areas in the general administrations of the provinces in interaction with the deputy staff of the Ministry of Sports and Youth and the performance evaluation office of the Ministry of Sports and Youth, can explain the current situation by examining the indicators related to their specialized area. take action and achieve the highest level of performance by formulating strategies.
