چکیده
امروزه شهرها با چالش های زیادی در زمینه توسعه فضایی مواجه هستند. رشد پراکنده و افقی شهرها و عدم رعایت نظام توزیع کاربری اراضی و نیز عدم تناسب بین رشد خدمات و زیرساخت های شهری، مناطق شهری را از نظر معیارهای پایداری و کیفیت زندگی با انواع مسائل همچون حاشیه نشینی، ترافیک، کمبود مسکن و مشکلات زیست محیطی روبرو ساخته است. رشد هوشمند به عنوان پاسخی برای تداوم مشکلات توسعه پراکنده و نتایج منفی آن به وجود آمده است. رشد هوشمند گزینه هایی در حوزه حمل ونقل، مسکن، مشاغل و امکانات رفاهی (شامل خدمات فرهنگی، اجتماعی، تفریحی و آموزشی) ارائه می دهد و از برنامه ریزی های جامع برای هدایت، توسعه، طراحی، مدیریت، احیاء و ساخت جوامع استفاده می کند؛ هدف این پژوهش بررسی و شناخت شاخص های رشد هوشمند شهر خوی می باشد. این پژوهش کاربردی و آمیخته و باتوجه به ماهیت داده ها از نوع غیرتجربی است. برای شناسایی ابعاد گوناگون رشد هوشمند با استفاده پنل متخصصین و کارشناسان، 30 شاخص گوناگون در قالب 3 مؤلفه اجتماعی، اقتصادی، کالبدی، مطالعه و نتایج آن با بهره گیری از مدل تحلیل عاملی ارزیابی شده است. در گام نخست، با استفاده از تحلیل عاملی اقدام به کاهش شاخص ها و استخراج مجموعه عوامل دخیل در میزان رشد هوشمند پرداخته و پس از آن رتبه بندی شده اند. براساس محاسبات انجام شده، داده های موجود برای تحلیل عاملی مناسب تشخیص داده شدند. باتوجه به ملاک کیسر 10 عامل دارای مقدار ویژه بالاتر از یک برای عوامل مؤثر بر رشد هوشمند شهری استخراج و در مجموع ده عامل با بار 949/5 واریانس کل رشد هوشمندی را تبیین می کنند.Evaluation and Analysis of the Critical Components of Smart Urban Growth in Middle - Sized Cities (Case Study: Khoy City)
Extended abstract Introduction Smart growth has emerged as a response to the continuing problems of fragmented development and its negative results. Smart growth offers options in transportation, housing, jobs, and amenities (including cultural, social, recreational, and educational services) and uses comprehensive planning to guide, develop, design, manage, revitalize, and build communities. Faced with these issues, human beings have always looked for guidelines to improve and improve their living conditions, and in this regard, they have presented many schools, theories and paradigms, including smart urban growth. The city of Khoy, with its historical history and geographical, demographic, economic and physical location, as the largest city in the province after Urmia, has a special place in the region and has a wide sphere of influence in terms of population and administrative and economic flows, and therefore it is one of the most Regional traffic, especially at the inner-city level, requires the existence of smart urban systems. Although we are seeing public transportation systems and taxi systems in some parts of the city, there are still many challenges and issues before reaching the standards and meeting the real needs of the citizens, the main of which include the lack of coverage in most parts of the city, unnecessary traffic. Some citizens, lack of installation of bicycle paths, heavy traffic in central and historical contexts, lack of strict monitoring of the public transportation system, disorder in the transportation system, incompatibility of the planning and land use system of the city with the urban transportation system, lack of promotion of the central pedestrian network and The weakness of security in these spaces is the disorder in the urban design system, including pedestrian lines and sidewalks and the network of roads, etc. Therefore, the current research tries to identify the smart growth indicators of Shahr Khoi in improving the quality of life of the citizens. In other words, the aim of this research is to answer the following question: What are the most important indicators of smart growth in Khoi city in line with the development of quality of life? Research MethodologyThe current research is in the category of applied research, which was conducted with case-analytical method and quantitative approach. Considering the nature of the data and the impossibility of controlling the behavior of the effective variables in the problem, it is also non-empirical. Theoretical foundations have been made based on documentary and library studies. In order to select indicators effective on social justice and prioritize these indicators in measuring smart growth, 50 experts from the field (urban planning, urban planning, municipality, governorship, road and urban development) were selected, using the Delphi method to test the questionnaire randomly for weighting. is used Part of the required information is collected from the Statistics Center. The measurement scale was based on the Likert spectrum from very low to very high and the scoring method of the questionnaire was from 1 to 5. Exploratory factor analysis has been used to analyze and measure the research model. Discussion and findingsFactor analysis technique was used to determine the most important factors affecting the smart growth of Shahr Khoi. The calculations show that in order to determine the internal coherence of the data, the KMO and Bartlett test were used to use the factor analysis technique, and in this section, the KMO value is equal to 0.588, as well as the Bartlett statistic to determine the factors affecting intelligent growth in temperament. It was obtained with 0.996, which is significant at the level of 0.000. Therefore, the available data were found suitable for factor analysis. In this research, according to Keyser's criterion, 10 factors with an eigenvalue higher than one were extracted for factors affecting smart urban growth. After rotating the factor using the varimax method, the variables related to the factors affecting intelligent growth were classified into 10 factors. In order to determine the level of significance and express the role of each index in the relevant factor in the current research, the indicators that had a factor load of more than 0.3 were considered. The obtained results show that all the entered indicators had a factor load of more than 0.3. Finally, based on the obtained results, the variables that are included in each of the ten mentioned factors are: the first factor of livelihood, real unemployment rate, percentage of net city area, real education employment rate per capita, green space per capita, number of building permits, Individual urban spaces, per capita housing and public transportation are considered as the first to tenth factors in smart urban growth. In total, ten factors with a load of 5.949 explain the total variance of intelligence growth. ConclusionIn this research, an attempt was made to present the status of smart growth in Khoy city by using factor analysis and studies from the research background using physical, social, and economic components. The findings show that according to experts and senior managers of various organizations, the most important factor in achieving smart growth is economic factors and components that can play an important role in the decision-making system. In this research, 30 indicators were calculated for physical, social, and economic components, and these indicators were loaded in the tenth factor in the form of a meaningful factor. Due to the fact that various indicators are loaded in this factor, for naming, we pay attention to the indicators that have a higher loading number, which is the social index. Finally, indicators of burden of living, real unemployment rate, percentage of the net area of the city, real employment rate per capita, green space per capita, number of building permits, individual urban spaces, housing per capita and public transportation in Khoy city are considered to be effective indicators in smart urban growth. be.
