روش های اجرایی پدافند غیر عامل در شریان های حیاتی

چکیده
با تصویب سند چشم انداز و قانون برنامه چهارم که در بند 11 از ماده 121 آن مطالعه و اجرای طرحهای پدافند غیرعامل در طرحها و تأسیسات حیاتی، حساس و مهم به دستگاههای اجرایی تکلیف شد، بنیان توجه ساختاری به موضوع پدافند غیرعامل در دستگاههای اجریی شکل گرفت. تهدیدها و تحرکات برنامهریزی شده استکبار جهانی علیه نظام جمهوری اسلامی ایران، اشغال دو کشور همسایه شرقی و غربی (افغانستان و عراق) و ایجاد پایگاه های متعدد در کشورهای اطراف، مطالعه و اجرای هرچه فوریتر طرحهای پدافند غیرعامل را در مرکز توجه کلیه دستگاههای مسئول قرار داد. گرچه در شرایط فعلی هیچکس در مورد لزوم اجرای طرح های پدافند غیرعامل در تأسیسات و مکان های حیاتی، حساس و مهم شک ندارد اما تا استقرار کامل سامانه ساختاری انجام مطالعات و اجرای این طرح ها در کلیه دستگاه های اجرایی و از آن مهمتر اشاعه فرهنگ دفاع غیرعامل بر عهده جامعه مهندسی است. در این مقاله سعی شده به بیان روشهای طراحی و اجرایی در پدافند غیر عامل در شریانهای حیاتی از جمله استتار، فریب، مکانیابی، پراکندگی و تفرقه، سازههای مقاوم پرداخته شود.Administrative Procedures Passive Defense in the Vital Artery

In this article we have tried to explain the design and implementation of passive defense in the vital arteries of camouflage, deception, allocation, distribution and division,pay structures.
