ترکیه و هیدروهژمون گرایی در خاورمیانه؛ راهبردی برای نظم سازی منطقه ای در ژئوپلیتیک بین النهرین

چکیده
اهمیت پژوهش : موقعیت ژئوپلیتیکی ترکیه در منطقه خاورمیانه به عنوان کشور بالادستی و برخوردار از منابع آبی دجله و فرات باعث شده است تا ترکیه به منزله یک دولت - کنش گر فعّال از این منابع آبی به مثابه ابزاری سیاسی - امنیتی درراستای گذار به یک قدرت مرکزی در منطقه استفاده کند. سیاست آبی ترکیه که به نوعی نشانه تقابلی با ساختار و نظم فعلی خاورمیانه است و درصدد است تا با شناسایی بحران آینده منطقه یعنی آب، بر قدرت منطقه ای خود بیفزاید و به طور کلّی به دنبال نظم سازی منطقه ای و مدیریت آن است تا خود را به هاب منطقه ای و بازیگر شماره یک در خاورمیانه تبدیل کند. نوشتار پیش رو درصدد است با روشی توصیفی - تحلیلی و بهره گیری از مدل بلوغ تقابل، به این پرسش پاسخ دهد که ترکیه با چه ابزار و مؤلّفه ای درصدد نظم سازی مخاطره آمیز در خاورمیانه است؟ فرضیه اصلی این است که ترکیه با عطف و تأکید بر مسئله هیدروپلیتیک و در قالب راهبرد هیدروهژمون گرایی به دنبال نظم سازی در خاورمیانه و تبدیل شدن به قدرت مرکزی در این بستر ژئوپلیتیکی است. یافته های پژوهش بیانگر آن است که کنش آبی ترکیه ابزاری برای نظم سازی منطقه ای، کسب جایگاه برتر، گذار از یک قدرت منطقه ای به قدرت مرکزی است.Turkey and Hydro-Hegemonism in the Middle East; A Strategy for Regional Order-Making in the Geopolitics of Mesopotamia
The importance of the research: Turkey's geopolitical position in the Middle East region as an upstream country with Tigris and Euphrates water resources has made Turkey, as a State - activist, use these water resources as a political-security tool in the direction of transition to a central power in the region. Turkey's water policy, which is a sign of conflict with the current structure and order of the Middle East, and tries to increase its regional power by identifying the future crisis of the region, i.e., water, and basically seeks regional order and management to make itself a regional hub and actor become one in the Middle East. The present article tries to answer the question, with a descriptive-analytical method and the use of the confrontation maturity model, with what tools and components is Turkey trying to create dangerous order in the Middle East? The main hypothesis: Turkey, by turning and emphasizing on the hydro political issue and in the form of hydro-hegemonism strategy, is looking for order in the Middle East and becoming a central power in this geopolitical platform. Research findings: Turkey's water action is a tool for regional order, gaining a superior position, transitioning from a regional power to a central power.
