بهره وری بهینه از گاز طبیعی ایران در پرتو سیاست بهینه سازی مصرف گاز و تأسیس نهاد تنظیم گر بخشی

چکیده
آمارهای حاضر نشان از نابرابری در عرضه و تقاضای گاز طبیعی است. مسئله این است که چه نوع سیاست اتخاذی بهره وری بهینه از گاز طبیعی را تأمین خواهد نمود؟ یافته های نویسندگان حاکی از این است که اعمال سیاست های کلان مرتبط با بهینه سازی گاز و تأسیس نهاد تنظیم گر بخشی در بازار گاز، کمک شایانی به بهره وری بهینه از گاز طبیعی خواهد نمود. مستند بر آیین نامه ایجاد بازار بهینه انرژی و محیط زیست، گواهی های صرفه جویی انرژی صادر و منتشر می شود. این گواهی ها اوراق بهاداری اند که نشان دهنده حق مالکیت بر مقدار مشخصی از میزان انرژی صرفه جویی شده است و در بازار مبادله می گردد. درعین حال، تحت کنترل نهاد تنظیم گر بخشی در بازار گاز، عدم تعادل موجود مابین عرضه و تقاضا، برطرف شده و بهره وری بهینه از گاز طبیعی محقق می گردد. از دیگر اثرات مستقیم تأسیس این نهاد، مقابله با انحصار در بازار، تشخیص مصادیق رویه های ضدرقابتی و تصویب دستورالعمل های ناظر بر تنظیم قیمت بازار و مقدار کالا است. ازاین رو لازم است تا بازار توسط نهاد تنظیم گر بخش گاز کنترل گردد. این مقاله اساساً به دنبال ارائه سیاستی است تا بتوان به واسطه اعمال آن در صنعت زمینه بهره وری بهینه از گاز طبیعی را فراهم نمود. ازاین رو، تلاش شده است تا علاوه بر مقررات موجود، نهاد تنظیم گر، ویژگی های آن و اساسنامه تأسیس این نهاد در بخش گاز مورد بررسی قرار گیرد و با هدف نیل به بهره وری بهینه، تأسیس این نهاد در بازار گاز ایران ضرورت یابدEfficient Productivity of Iran's Natural Gas Regarding Gas Consumption Optimization Policy and Establishment of the Sector Regulatory Institution "
Current statistics indicate the inequality of natural gas supply and demand. The question is which adopted policy will provide efficient productivity of natural gas? Scholars' findings indicate that applying macro policies related to gas optimization and establishing a sector regulatory institution in the gas market will greatly contribute to the optimal efficiency of natural gas. Referring to the Establishment of Optimal Energy Market and Environment Regulation, energy saving certificate is issued. These certificates are securities entailing the right to own a certain amount of saved energy that are traded in the market. At the same time, under the control of the sector regulator in gas market, the existing imbalance between supply and demand is resolved and efficient productivity of natural gas is achieved. Among other direct effects of the establishment of this institution are dealing with monopoly in the market, identifying examples of anti-competitive practices and approval of directives regulating the market price and goods amount. Therefore it is required to control the market through gas sector regulator. This Article seeks to present a policy for the industry to provide efficient productivity in natural gas. In order to achieve efficient productivity and establishing this regulator in Iran's gas market and in addition to the existing regulations, the regulator institution, its qualifications and article of association in gas sector are studied.
