مروری بر شرح خدمات و روند تشکیل دفاتر تسهیلگری و توسعه محلی در شهر یزد

چکیده
طرح دفاتر تسهیلگری و توسعه محلی یکی از پروژه های مطالعاتی و نیازسنجی سازمان امور اجتماعی کشور با ماهیت پیمایش، مطالعه، ظرفیت سنجی و تسهیلگری به منظور کاهش و کنترل آسیب های اجتماعی، حل مسائل و مشکلات محلات کم برخوردار و حاشیه نشین و توانمند سازی ساکنین در 21 استان کشور، در دولت دوازدهم به اجرا درآمد. طرح مذکور در استان یزد/ شهر یزد از سال 1398 با شناسایی سه محله های حسن آباد، صدرآباد و اسکان به عنوان محلات هدف توسعه اجرایی شد. هدف از این پژوهش که با روش اسنادی و کتابخانه ای، مشاهدات میدانی و تجربه ی میدانی نگارندگان به واسطه ی فعالیت در حوزه ی دفاتر تسهیلگری و توسعه محلی انجام شده؛ بررسی شرح خدمات دفاتر، فرآیند استقرار دفاتر تسهیلگری در شهر یزد، فرآیند انتخاب محلات هدف، ساختار دفاتر، ویژگی کارشناسان و مدیران این دفاتر، فرآیند انتخاب مجریان استانی دفاتر و نقاط قوت و ضعف آن ها در شهر یزد است. با توجه به تعطیلی این دفاتر و بازخوردهای مثبتی که در بین مردم و مسئولین شهر یزد بر جای گذاشته؛ پیشنهاد هایی نیز برای تداوم فعالیت این دفاتر ارائه شده است.An overview of the description of services and the process of forming local facilitation and development offices in Yazd
The design of local development and facilitation offices is one of the study and needs assessment projects of the country's social affairs organization with the nature of survey, study, capacity measurement and facilitation in order to reduce and control social harms, solve the problems and problems of underprivileged and marginalized neighborhoods and empower residents. It was implemented in 21 provinces of the country in the twelfth government.
