تزلزل در شهروندی و تابعیت؛ زمینه های گسست در دولت ملی (مقاله علمی وزارت علوم)

چکیده
شهروندی از مفاهیم «قدیم» و «جدید» بشر است که در دنیای جدید، پیوسته موضوع دانش های گوناگون بوده است. در دهه های اخیر حوادثی رخ داده است که می تواند شاهدی بر وقوع تحول در مفهوم شهروندی دولت ملی به شمار آید. نوشتار حاضر با درک چنین اهمیتی به این سوال پاسخ داده است: شواهد مربوط به دگرگونی مفهومی در شهروندیِ دولت ملی چیست؟ در پاسخ به این سوال با استفاده از روش تحقیق: توصیفی – تحلیلی، این نتایج به دست آمده است: نخست؛ هرچند در دولت ملی، «شهروندی»، پیوند ذاتی با «تابعیت» پیدا کرده است اما در دهه های اخیر مشاهده می شود نشانه هایی از گسست در چنین پیوندی در حال به وجود آمدن است. دوم؛ گسست مذکور، نشانه بارزی بر رخنه در پیوند ذاتی میان دو مفهوم: شهروندی و تابعیت در دولت ملی به شمار می آید. سوم؛ گسست مذکور را می توان تحول بنیادین در برداشت از مفهوم شهروندی در فضای دولت ملی دانست به نحوی که این مفهوم از زمینه ها و فضای دولت ملی بیش از پیش در حال فاصله گرفتن است. چهارم؛ در وضعیت جدید، ناگزیر باید شهروندی را از دیدگاه جدیدی نگریست که می توان آن را امکان گذار از دولت ملی و ایستادن بر آستانه پست مدرنیسم فرض کرد یا دست کم می توان به وضعیت: «دولت ملی انعطاف پذیر» اشاره داشت. چنین دولتی، برخی از کارکردها و عناصرکلاسیک اش در آستانه گسستن است.Hesitation in Citizenship and Nationality; Fields of Break in National State
In recent decades, events have taken place that can be considered as evidence of change in the concept of citizenship of the national state. The present article answers this question by understanding such importance: What is the evidence for the conceptual transformation of national state citizenship? In response to this question, using the research method: descriptive-analytical, the following results have been obtained: First; Although in the national state, "citizenship" is inherently linked to "citizenship", in recent decades there have been signs of a break in such a connection. Second; This rupture is a clear indication of the challenge to the inherent link between the two concepts: citizenship and citizenship in the national state. Third; This rupture can be considered a fundamental change in the perception of the concept of citizenship in the national state, in a way, this concept is moving further and further away from the context and space of the national. Fourth; In the new situation, citizenship must inevitably be viewed from a new perspective Which can be considered as a possibility of passing from the national state and standing on the threshold of postmodernism, or at least, the status of a "flexible national state." Such a state, some of its classical functions and elements are on the verge of disintegration.
