Investigating the attitude of the Red Crescent Society towards the relief and rescue of Tourists-Case Study: Red Crescent Society of Kermanshah Province(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION:Since the 2000s, tourism has become the most widespread activity on a global scale. Tourism, with its features, is always prone to any accident at a micro or a critical level, and this requires the action of the rescuers to reduce the disasters or to save the injured during their journey. The Red Crescent Society, as the largest non-governmental organization, carries out activities in the areas of rescue and relief, medicine and rehabilitation, and in other sectors. The aim of this study was to investigate the attitude of Iranian Red Crescent Society (IRCS) in rescue and relief of tourists from various accidents and disasters. METHODS: In this descriptive-analytical survey, the research community consisted of the members of Red Crescent Society in Kermanshah Province, Iran, including 135 instructors, relief workers, rescuers, rapid responses, and staffs. The sampling was performed using simple random sampling method. The research tool was a researcher-made questionnaire, which validity was evaluated by the experts of the Red Crescent Society, social sciences, and geography, and the reliability was calculated as 0.92 using Cronbach's alpha. Data analysis was done using Spearman correlation and Kruskal-Wallis tests. RESULTS: The attitude of the statistical society towards the subject was evaluated as good (mean: 1.78). Their attitude towards the overall performance of the Red Crescent Society in travel management was very good (mean: 1.95). Respectively, the equipment and facilities of the organization (mean: 2.17), the practical skills and operational capabilities of the forces (mean: 2.13), and the establishment of fixed and mobile relief bases at the provincial level (mean: 2.03) played greater role based on the attitude of study participants (P<0.01 for all).

The Effect of Rescue and Relief Services on the Severity of Traffic Accidents(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: According to the official statistics, a high rate of road traffic deaths occurs during the transportation of the injured and in medical centers. The way of transporting the injured to the medical centers, the standard time of dispatch and timely treatment in the hospitals, the land use planning of medical centers and rehabilitation are the three missing links of the post-event phase. Therefore, the researchers aimed to assess the effect of rescue and relief services on the severity of traffic accidents in this study. METHODS: This applied research was conducted based on an exploratory mixed method. The statistical population in the qualitative section included Amin Police Academy professors, experts of both Red Crescent Society (RCS) of Tehran province and Tehran Emergency Medical Service (EMS), who were selected via purposive sampling method. In the qualitative section, the theme analysis method was used and analyzed by using Maxqda-2020 software. The statistical population of the quantitative part included excellent accident experts of 28 districts of Tehran and experts of the RCS and EMS of Tehran province in a stratified random method. In the following, confirmatory factor analysis using structural equation modeling method was used and analyzed with SmartPLS3 software. FINDINGS: The dimensions of the impact of rescue and relief services on the severity of traffic accidents from the perspective of Red Crescent Society and Emergency Medical Services experts included equipment (31.077), land use planning (25.610), expertise (23.598), and education (8.243). The most marked impact was related to equipment, and the least impact pertained to education. Furthermore, the dimensions of the effect of rescue and relief services on the severity of traffic accidents from the perspective of accident experts included equipment (42.009), land use planning (34.419), education (33.770), and expertise (8.951). The greatest impact was related to equipment, and the least effect pertained to expertise. In addition, the factor loadings of all dimensions were more than 0.5 being significant at the 0.95 level. CONCLUSION: Strengthening and developing equipment, land use planning balanced with the geography of missions, and continuous specialized training of rescue and relief of RCS and EMS experts will positively reduce the severity of traffic accidents in the country.

Designing a Policy Capacity Measurement Model for Rescue and Relief Services in Iranian Red Crescent Society(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The continuity and development of rescue and relief services requires recognition and improvement of the capacities of this field, and above all, it requires a tool to measure the capacity of this policy. The purpose of this research is to design a model for measuring the policy capacity of providing rescue and relief services in Iranian Red Crescent Society (IRCS). METHOD: This qualitative and applied research was conducted with the content analysis method. In order to collect data, the policy capacity literature and laws in the field of "rescue and relief " and "crisis management" were reviewed. About 12 experts were selected and studied as the statistical population using the snowball method until reaching theoretical saturation. Data were analyzed by qualitative content analysis method (inductive approach) and Maxqda-20 software. Content validity and reliability were checked with Content Validity Index (CVI) test and Holsti’s method, respectively. FINDINGS: According to the findings, about 113 indicators were identified which were classified in three levels including individual (34 indicators), organizational (48 indicators) and systemic (31 indicators). All these three levels consist of the subcategories such as analytical, operational and political-social capacity. CONCLUSION: Policy capacity is a multi-level and multi-dimensional concept. For the development of rescue and relief services, the capacity status of this policy should be determined at different levels and dimensions and due to the needs and conditions, capacities should be upgraded. However, it should not be enough to develop the capacity at one level or one dimension.
