چکیده
مشارکت عمومی در دهه های پایانی قرن بیستم به یکی از اصول مهم گفتمان برنامه ریزی در جهان تبدیل شده است. با وجود مبانی غنی از موضوعات اجتماعی در دین اسلام، تاکنون کمتر به جایگاه مشارکت شهروندان در مدیریت شهری پرداخته شده است. این مقاله با هدف واکاوی موضوع مشارکت در اسلام و نظرات اندیشمندان اسلامی، به طور ویژه، نظرات علامه طباطبایی را مورد بررسی قرار داده است و با مقایسه تطبیقی نظرات اندیشمندان غربی و نظرات علامه، سعی در روشن نمودن این موضوع در بستر شهر اسلامی - ایرانی دارد. روش تحقیق، تحلیل تطبیقی بر مبنای سه سطح مشارکت شعاری، محدود و واقعی است. فرضیه اصلی پژوهش این است که نظریات علامه طباطبایی می تواند چارچوبی جامع برای مشارکت واقعی شهروندان ارائه دهد. نتایج نشان می دهد، آنچه اسلام به عنوان مشارکت قبول دارد، نه مشارکتی از نوع شعاری و محدود، بلکه مشارکت واقعی است و نظرات علامه طباطبایی متناسب با سطوح بالای مشارکت، تنظیم شده است؛ یافته های این پژوهش می تواند در طراحی سیاست های مشارکتی و مدیریت شهری اسلامی مورد استفاده قرار گیرد.Promoting active citizens in realizing the concept of participation in the view of Islamic thinkers With emphasis on the view of Allameh Tabatabaei
Public participation has become one of the important principles of planning discourse in the world in the last decades of the twentieth century. Despite the rich foundations of social issues in Islam, the place of citizen participation in urban management has been less addressed so far. This article aims to explore the issue of participation in Islam and the views of Islamic scholars, especially Allameh Tabataba'i, and attempts to clarify this issue in the context of the Islamic-Iranian city by comparing the views of Western scholars and Allameh. The research method is a comparative analysis based on three levels of participation: rhetorical, limited, and real. The main hypothesis of the research is that Allameh Tabataba'i's theories can provide a comprehensive framework for real citizen participation. The results show that what Islam accepts as participation is not a limited and rhetorical type of participation, but rather real participation, and Allameh Tabatabaei's views are tailored to high levels of participation; the findings of this research can be used in designing participatory policies and Islamic urban management.
