چکیده
درک و شناسایی دقیق اهداف سیاست های کلی نظام، یکی از مهم ترین گام های تحلیل سیاست کلی است. درصورت درک درست هدف یا اهداف سیاست کلی توسط سیاست گذار در زمان تدوین سیاست، سیاست کلی در اجرا کمتر دچار مشکل خواهد شد. پرسش اصلی تحقیق، این است که منظور از تعیین سیاست کلی چیست؟ در این مقاله که با بهره گیری از رهنمودهای آیت الله خامنه ای، توصیف اهداف سیاست کلی (ضمنی و مصرح) در 37 عنوان سیاست کلی ابلاغ شده توسط معظم له با روش توصیفی- استنباطی انجام شد، این نتیجه حاصل گردید که تکرار و تعارض بین اهداف وجود دارد و از سوی دیگر، با توجه به تعدد اهداف در سیاست های کلی، بازنگری در اهداف سیاست های کلی بر پایه: 1- باید و نبایدهای سیاست، 2- ارتباط منطقی و انسجام سیاست ها با یکدیگر و 3- با عنایت به سیر تحولات پُرسرعت و نیاز به به روزرسانی اهداف سیاست های کلی؛ ضروری قلمداد می شود.Analyzing the objectives of the general policies of the system and policy recommendations using the perspective of the Supreme Leader
The announced general policies have two hidden features: a- The policy making process is logical and rational and has a gradual and evolutionary course. B- The general policy has a four-layered structure, and, in other words, it has four dimensions: 1- Background and platform of formation 2- Content 3- Process of formation 4- Goal. This article tries to explain the fourth dimension, which is the goal or goals of the general policy institution. In the necessity of research, it can be pointed out that achieving the goal or goals of the general policy, in the integration of policies and evaluating the degree of their realization, and even verifying the strategy and the means included in the policy to achieve the goal, has a double necessity. The main research question is what is the purpose and meaning of determining general policies? In addition to the main question, the following sub-questions are also raised: How is the ratio of general policies with the goals and ideals of the Islamic system and also the institutions and triple forces defined? Does each general policy have a specific goal or goals? It seems that the goals of the general policies are the substantive connection between the logical structure and the physical structure of the Islamic Republic of Iran. At the same time, the goals of general policies are limited to two limits. One is the ideals of the Islamic system, and the other is non-interference in the inherent competence of the three powers, which is specified in the constitution. The analysis of the implicit goals of the general policies as well as the explicit goals in the general policies and policy clauses shows that the goals of the policies need to be revised in the framework of the goal-means theory and according to the criteria and indicators of the formulation of the general policies.
