چکیده
مفاسد اداری و اقتصادی پدیده ای شوم و نامبارک است که اگر با آن مبارزه نشود، پیامدهای منفی بسیاری خواهد داشت. بر این اساس، رهبر انقلاب، در جایگاه عالی ترین مقام رسمی کشور، بیانات و اوامر مهم و ارزشمندی در این زمینه دارند و همواره بر پیکار با فساد، با هدف ریشه کن ساختن آن تأکید داشته اند؛ به ویژه در «فرمان هشت ماده ای» به سران قوا و ابلاغ سیاست های کلی نظام اداری که در آن، نقشه راه مشخصی مقابل دیدگان مسئولان کشور ترسیم کرده اند. به همین دلیل، بیانات ایشان نقطه کانونی و محوری پژوهش حاضر قرار گرفته و این مقاله درصدد پاسخ به این پرسش برآمده است که «مؤلفه های مبارزه با فساد اداری و اقتصادی، با توجه به آیات قرآن کریم کدام اند و آیت الله خامنه ای چه اندیشه هایی در این زمینه دارند؟» برای رسیدن به این هدف از بیانات و آثار ایشان و با تکیه بر روش تحلیل محتوای کیفی و رویکردی داده محور (استقرایی)، به دنبال شناسایی و سازماندهی مفاهیم، مقولات و شاخص های کلیدی فساد از طریق بررسی و تفسیر داده ها است و نتیجه حاصل، مؤلفه ها را به درون سازمانی و برون سازمانی تقسیم و راهکارهایی ارائه کرده است که در صورت عمل به آن ها، تحقیق به مثابه نقشه راهی روشن، موجب کاهش فساد اداری و اقتصادی و تحکیم نظام و دست یابی بهتر و سریع تر به اهداف نظام خواهد شد.Components of combating administrative and economic corruption based on the verses of the Holy Quran and relying on the thoughts of Ayatollah Khamenei
Administrative and economic corruption is an ominous and unfortunate phenomenon that, if not combated, will have many negative consequences. Accordingly, the Leader of the Revolution, as the highest official in the country, has made important and valuable statements and orders in this regard and has always emphasized the fight against corruption with the aim of eradicating it; especially in the “Eight-Article Decree” to the heads of state and the announcement of the general policies of the administrative system, in which he has drawn a specific road map for the country’s officials. For this reason, his statements have become the focal point of the present study, and this article seeks to answer the question: “What are the components of combating administrative and economic corruption, according to the verses of the Holy Quran, and what are Ayatollah Khamenei’s thoughts on this matter?” To achieve this goal, his statements and works, relying on the qualitative content analysis method and a data-driven (inductive) approach, seek to identify and organize the concepts, categories, and key indicators of corruption through the examination and interpretation of data. As a result, he has divided the components into intra-organizational and extra-organizational and presented solutions that, if implemented, will serve as a clear roadmap for research, reducing administrative and economic corruption, strengthening the system, and achieving the system's goals better and faster
