شناسایی و اولویت بندی مؤلفه های حکمرانی مدیریت سیاسی در جمهوری اسلامی

چکیده
امروزه حکمرانی خوب، یکی از شاخص های توسعه قرن اخیر، مورد توجه قرار دارد. همچنین در برنامه طرح ریزی شده در سازمان ملل متحد نیز موضوع را با عنوان حکمرانی مطلوب مطرح نموده و برای آن مؤلفه هایی را بیان نموده است. از این رو شناسایی و اولویت بندی حکمرانی در مدیریت سیاسی نظام اسلامی که در تراز جمهوری اسلامی باشد از اهمیت زیادی برخوردار است. لذا هدف این تحقیق شناسایی و اولویت بندی حکمرانی در مدیریت سیاسی در جمهوری اسلامی است که از روش پژوهش کیفی و با پارادایم تفسیری و با استفاده از منابع موجود در نظام جمهوری اسلامی و همچون، آیات قرآنی، احادیث و روایات، قانون اساسی جمهوری اسلامی و همچنین از طریق روش مطالعه ی تطبیقی و دیدگاه های رهبران و مصاحبه با خبرگان، صاحب نظران و متخصصان استفاده شده است و مؤلفه هایی همچون، دولت مردم سالار، دولت پاسخگو و مسئولیت پذیر، دولت مشارکتی، دولت عدالت محور، دولت کارا و اثر بخش به عنوان مؤلفه های الگوی حکمرانی مطلوب مد نظر قرار گرفت و این نتیجه حاصل شده که حکمرانی در مدیریت سیاسی اسلامی برخی شاخص های مشترک با حکمرانی خوب داشته و برخی شاخص های خاص به خود دارد و در نهایت 15 مؤلفه توسط خبرگان جمع بندی، وزن دهی و اولویت بندی گردید.Identifying and prioritizing governance components in political management in the Islamic Republic
Today, a good governance is considered as one of the indicators of development in the last century. Also, in the program planned in the United Nations, the issue has been raised under the title of good governance and it has selected components for it. Therefore, identifying and prioritizing governance in the political management of the Islamic system, which is at the level of the Islamic Republic of Iran, is of great importance. Therefore, the main goal of this research is to identify and prioritize governance in political management in the Islamic Republic. which is a qualitative research method with an interpretative paradigm and using the resources available in the Islamic Republic of Iran such as Quranic verses, hadiths and narrations; The constitution of the Islamic republic and the views of the leaders and interviews with experts were used, which in the end, governance in Islamic political management has some common indicators with good governance and some of its own indicators. Finally, 15 components were summarized and weighted by the experts. and prioritized.
