ارزیابی و اولویت بندی صنایع دستی جهت توسعه گردشگری استان سیستان و بلوچستان

چکیده
صنایع دستی از مهمترین مؤلفه های فرهنگ بومی و تولید ملی کشورها می باشند که می تواند در کنار گردشگری بیشترین اشتغال را با کمترین سرمایه گذاری ایجاد کند. صنعت گردشگری به عنوان مکمل صنایع دستی است که می تواند در جهت ایجاد و رونق بازار صنایع دستی، نقش مهمی ایفا کند. با توجه به پتانسیل های بالای صنایع دستی استان سیستان و بلوچستان، شناسایی و اولویت بندی این صنایع به منظور برجسته کردن اهمیت گردشگری برای سیاست گذاران و برنامه ریزان، امری مهم و اجتناب ناپذیر است. هدف پژوهش شناخت و اولویت بندی صنایع دستی استان سیستان و بلوچستان با توجه به شاخص های مورد مطالعه می باشد. این پژوهش با روش توصیفی- تحلیلی به شناخت هنرهای دستی، با استفاده از شاخص هایی مانند: تهیه مواد اولیه، قابلیت رقابت، راندمان تولید، جذابیت و سطح تبلیغات در چارچوب مدل تصمیم گیری چند معیاره الکتره و فرایند تحلیل شبکه ای فازی به اولویت بندی صنایع دستی پرداخته است. جامعه آماری تحقیق، 5 هنر دستی مهم می باشد که بر اساس شاخص های: تهیه مواد اولیه، قابلیت رقابت، راندمان تولید، جذابیت و سطح تبلیغات با استفاده از مدل تصمیم گیری چند معیاره الکتره سطح بندی شده اند. در تکمیل پرسشنامه ها، 75 نفر از کارشناسان اداره میراث فرهنگی، گردشگری و صنایع دستی در ۱۹ شهرستان استان مشارکت داشته اند. بر اساس نتایج پژوهش، هنر سوزن دوزی با تعداد 4 برد و بدون باخت در رتبه نخست قرار گرفت. سکه دوزی با 2 برد و 2 باخت در رتبه دوم، سفال گری با 1 برد و 3 باخت در رتبه سوم و در نهایت گلیم بافی و حصیربافی با 4 باخت و بدون برد به طور مشترک در رتبه چهارم قرار گرفتند. نتایج نشان داد که توجه به هنر سوزن دوزی توانسته است میزان اشتغال بین جامعه روستایی و شهری افزایش دهد و در آمد حاصل از فروش این محصول اثر نسبتاً چشمگیری در اقتصاد خانوارها داشته است.Evaluation and prioritization of handicrafts for tourism development in Sistan and Baluchestan province
Handicrafts are one of the most important components of the local culture and national production of countries, which can create the most employment with the least investment, along with tourism. The tourism industry is a complement to handicrafts, which can play an important role in creating and promoting the handicraft market. Given the high potential of handicrafts in Sistan and Baluchestan province, identifying and prioritizing these industries in order to highlight the importance of tourism for policymakers and planners is important and inevitable. The purpose of the research is to identify and prioritize handicrafts in Sistan and Baluchestan province according to the indicators under study. The statistical population of the research is 5 important handicrafts that have been ranked based on the indicators: raw material procurement, competitiveness, production efficiency, attractiveness, and advertising level using the Electra multi-criteria decision-making model. 75 experts from the Cultural Heritage and Tourism Organization in 19 cities of the province participated in completing the questionnaires. According to the results of the research, the art of needlework was ranked first with 4 wins and no losses. Coin embroidery came in second place with 2 wins and 2 losses, pottery came in third place with 1 win and 3 losses, and finally carpet weaving and mat weaving came in fourth place with 4 losses and no wins. The results showed that paying attention to the art of needlework has been able to increase the employment rate between rural and urban communities, and the income from the sale of this product has had a relatively significant effect on the household economy.
