تبیین رابطه اخلاق و سیاست و تأثیر آن بر کارآمدی در اندیشه امام خمینی (ره) (مقاله علمی وزارت علوم)

چکیده
درهم تنیدگی اخلاق و سیاست در اندیشه متفکران مسلمان و از جمله در اندیشه امام خمینی(ره) و از آن طرف نقش بنیادین اخلاق در شکل دهی به رفتار انسان و سرمایه انسانی به عنوان مهم ترین رکن یک سازمان، موضوع رابطه اخلاق و سیاست و تأثیر آن بر کارآمدی یک نظام سیاسی را به موضوعی مهم تبدیل می کند. بر این اساس در پژوهش حاضر بعد از تبیین رابطه اخلاق و سیاست در دیدگاه امام خمینی(ره)، تأثیر این موضوع بر کارآمدی در دیدگاه های ایشان مورد تحقیق قرار گرفت. نتایج حاصل بیان گر این است که بر مبنای دیدگاه های حضرت امام خمینی(ره) سیستم سیاسی با نگاهی گشوده نسبت به خواسته ها و تقاضاهای جامعه، آن ها را بر مبنای یک سیاست اخلاقی مهذَّب و با نگاه به ارزش های حاکم و در جهت خیر و مصلحت عمومی به سیاست گذاری تبدیل می کند. این رویکرد هم به ثبات و پایداری نظام سیاسی می اندیشد و هم به خواسته ها و تقاضاهای جامعه. تأکید بر تهذیب نفس کارگزاران سیاسی و تأثیر بنیادین این موضوع بر اعتماد به نفس، سیستم را به سوی خودجوشی و فعالیّت درون زا سوق می دهد و این وضعیّت بار دیگر پایداری و مردم داری را بیشتر تقویّت می کند. در این فرآیند، علاوه بر تأکیدات اخلاقی، نقش قانون و نظارت های قانونی و همچنین امر به مسئولیّت پذیری و انتقادپذیری کارگزاران سیاسی و نظارت همگانی مردم بر قدرت، سازوکارهایی برای نگه داشتن سیستم در مسیر درست و جلوگیری از بروز فساد، به معنای منفعت طلبی کارگزاران سیاسی- هستند. مجموع این شرایط کارآمدی نظام سیاسی را در سه حوزه دریافت تقاضاهای جامعه، پردازش و سیاست گذاری افزایش می دهد.Explaining the Relationship between Ethics and Politics and Its effect on Efficiency in Imam Khomeini's Thought
The intertwining of ethics and politics in the thought of Muslim thinkers, including Imam Khomeini, and on the other hand, the fundamental role of ethics in shaping human behavior and human capital as the most important pillar of an organization, makes the relationship between ethics and politics and its effect on the efficiency of a political system an important topic. On this basis, in the present study, after explaining the relationship between ethics and politics in Imam Khomeini's view, the effect of this issue on efficiency in his perspectives was investigated.The results indicate that based on Imam Khomeini's views, the political system, with an open view towards the demands and requests of society, transforms them into policy-making based on a refined ethical policy, with a view to prevailing values and in the direction of public good and interest. This approach considers both the stability and sustainability of the political system and the demands and requests of society. Emphasis on self-purification of political agents and the fundamental effect of this issue on self-confidence drives the system towards spontaneity and endogenous activity, and this situation further strengthens sustainability and popular support. In this process, in addition to ethical emphases, the role of law and legal supervision, as well as the order for responsibility and openness to criticism of political agents and the supervision of all people on power are mechanisms to keep the system on the right track and prevent corruption. All these conditions increase the efficiency of the political system in the three areas of receiving society's demands, processing and policy making.
