Sport behind Public Diplomacy; Functional Components of Sport Diplomacy in Iran(مقاله علمی وزارت علوم)

The purpose of this study is to identify the role of sport as a soft power for Iran to facilitate its diplomatic relations after the nuclear deal. The research method used in this study is mixed (qualitative and quantitative): in the qualitative part of the analysis, the study sample was selected via Snowball sampling based on partricipants’ expertise in the sport diplomacy of Iran after two rounds of Fuzzy Delphi Method (FDM) exploratory factor analysis. Seven components of political currents, cultural exchange, peacemaking, national unity, economic development, transformation, communication, and religious currents were extracted. After identifying the study’s research variables in a structural-interpretive modeling, the relationship between variables was examined through a structural equation modeling test. The results of the structural equation model indicated that political currents, cultural exchange, transformation and communication had a direct and significant effect on national unity. The relationship between political and peacebuilding was not confirmed, but national unity and excellence in peace diplomacy had a direct and significant impact on the economic development of societies.

The Role of Science and Technology Diplomacy in Preventing Nuclear Proliferation (A Case Study: EU and Kazakhstan)(مقاله علمی وزارت علوم)

Science and technology diplomacy has been considered as one of the influential tools in the international arena by many countries and even trade and political unions. The European Union has also implemented various programs with Central Asian countries. The research question is what are the goals and objectives of EU science and technology diplomacy in Kazakhstan? The results show that EU scientific diplomacy is pursued in two forms: scientific diplomacy based on technology and scientific diplomacy based on the humanities in Central Asia. For example, 4 to 7-year programs have been implemented in Central Asian countries, such as Kazakhstan include biology, genomics and biotechnology for health, information technologies, nanotechnology, knowledge-based multifunctional materials and new manufacturing processes and tools, air and space, food quality and safety. The main focus of the program is on Kazakhstan. The main objectives of these programs appear to monitor the country's nuclear activities with the aim of preventing nuclear proliferation via support from the model of neoliberal economic development, increase the capacity of civil society, and support the soft power of the union. This research will use descriptive-analytical methods and second-hand data collection.

Environmental Diplomacy from Conflict To Cooperation: Overview of the Need To Develop Maritime Diplomacy to Protect the Marine Environment(مقاله علمی وزارت علوم)

In today's world, countries choose to pursue their own interests in foreign policy, the most common and least cost of which is diplomacy, which, as an independent tool, is widely used in intergovernmental relations. In the discussion of environmental problems and protection of the marine environment, diplomacy is also considered a tool to advance the goals and interests of governments. In this article, the descriptive and analytical method of environmental diplomacy from conflict to cooperation is studied and analyzed. This research seeks to explain the pattern in the context of environmental diplomacy from conflict to cooperation. The findings of this study indicate that environmental challenges both on land and in the seas and oceans arise from climate change, changing rainfall patterns, expanding industry and agriculture, population growth, reducing resources, and increasing conflicts over natural resources and foundations. Biological, exploitation of natural resources in the form of deforestation, Desertification and uncontrolled marine hunting, use of various toxins to combat plant and animal pests to disturb the ecological balance and degradation of the aquatic and terrestrial environment on a local, regional, national, regional and global scale. Therefore, the need for environmental diplomacy to identify common threats and dangers to the global environment and efforts in the form of common commitments and to deal with these threats and dangers and to protect the environment and resources on Earth, the need for environmental diplomacy is inevitable. Environmental protection is also essential for the sustainable development of the seas. From this perspective, maritime and environmental diplomacy complements macro-diplomacy and provides policymakers with a wide range of tools and options. Finally, the activation of maritime and environmental diplomacy is an effective step towards sustainable development, especially sustainable maritime development in coastal countries.

Geopolitical features of Iran and formulation of a national strategy with an emphasis on foreign policy

Iran is in one of the most sensitive geopolitical situations in the world, so that the active geopolitical regions with its broad and diverse functions around it have become the focus of gravity of regional and international diplomacy. This situation is affecting Iran in the context of global and regional developments. The geopolitical position of countries over time and under the influence of various factors such as wars, revolutions, changes in the international system and the global system, and changes in the balance of power are constantly changing. Iran has been one of the countries in which its geopolitics has undergone many changes over the past four decades, whose causes can be found in a variety of internal and external geopolitical factors. This paper uses a descriptive-analytical research methodology and libraries to investigate the process of changes in the geopolitical situation in Iran before and after the Islamic Revolution and the imposed war on how and why the process is deeply rooted. The reasoning behind the present article is that the process of Iranian geopolitical developments has been very rapid and in recent decades has been more influenced by the process of internal transformation of Iran's society and internal power potentials, and external and national factors have played a secondary role in this process

The Arbaeen procession has gradually become a cultural and social factor in Iran-Iraq relations. Every year, millions of Iranian people go to Iraq to participate in the Arbaeen procession, showing different kinds of social and cultural interactions with Iraqi people. In addition, this religous practice can have impacts on Iran-Iraq political interaction, which is not properly addressed in the academic research. Based on this assumption, the article probe the effects of Arbaeen march on Iran's soft power in Iraq. The role of practice in foreign policy has been analyzed by some IR scholars like Iver Neumann. However, in recent years, there is a practice turn in international relations theory which emphasizes the importance of practice analysis, complementing discourse analysis. This article investigates the effects of Arbaeen procession on Iran's soft power in Iraq by using the conceptual concept of practice theory. In this article, data have been collected from books, reports and articles regarding this subject. More importantly, first-hand data have been collected and analyzed through interviews with Iranian and Iraqi elites and officials engaged in the Arbaeen procession. The article found that the Arbaeen procession strengthens Iran's soft power in Iraq by creating social ties between two countries and triggers cooperation between Iran and some Iraqi Shiite groups to manage the ceremony.

The design and development of the Islamic-Iranian model of progress is a strategic action with extensive national, regional and international dimensions and requirements. The present article tries to review the requirements for the design of the Islamic-Iranian model of progress in the former and latter periods in the field of foreign policy and diplomacy, both at the regional and international levels. The main question of the present article is what are the requirements of foreign policy in designing and formulating an Islamic-Iranian model of progress at regional and international levels? The paper examines these requirements in both the former and latter periods. The former requirements for designing and developing an Islamic-Iranian model of progress include how to use the positive and successful experiences of other countries so that the religious, cultural, geographic and national characteristics of Iran are taken into account and the output of the pattern would be a native pattern. On the other hand, the development of the Islamic-Iranian model of progress, in such a way that this model has the capacity to be presented to the world and also the ability to be transferred to other communities on the level of neighbor, the region, the world of islam, as well as the international level, is one of the most important follow-up considerations.

Effective Factors in Improving the Sports Diplomacy of Iran and the Arab Countries of the Persian Gulf Region(مقاله علمی وزارت علوم)

Today, sports diplomacy with different countries is one way to develop the sport at an international level. The current paper was conducted with the approach of improving the diplomacy of sports federations of Iran and Arab states of the Persian Gulf. The paper is qualitative, applied, and was carried out using Colaizzi's phenomenological methodology in 2022. Moreover, Participants in the research included individuals related to the subject. Furthermore, the sampling method was purposeful, and until the extraction of completely non-repeated strategies from the interviews; 21 interviews were conducted in a semi-structured manner. Factors affecting the improvement of the diplomacy of the sports federations of Iran and Arab states of the Persian Gulf consist of 75 primary strategies in the form of 11 main categories including: media content, behavioral norms, infrastructure development, management strategy, political dimensions, security dimensions, sports interactions, international solidarity, sports communication, national prestige, and educational experiences. Some of the solutions identified include benefitting from popular social networks such as Instagram to share common content with Arabic language sports pages, no provocative interviews by athletes and coaches, preventing spectators from chanting racist slogans, facilitating the entry conditions of Arab spectators in international sports competitions in Iran and mutual support of the sports federations in Iran and Arab states of the Persian Gulf to the sports representatives of the Middle East region in sports events at the world level.

Rome and Persia in Late Antiquity: Neighbors and Rivals is more than just a history of wars; it opens new windows and challenges some of the most common views regarding Roman-Persian relations. By emphasizing Iranian sources, Beate Dignas and Engelbert Winter avoid reconstructing historical events from a Roman point of view and instead present a balanced outlook free of common anti-oriental prejudices. Their work covers a wide range of topics and explains how the Romans and Persians despite many wars attempted to secure their national interests via channels of negotiations and complex diplomacy. The Roman-Persian rivalry seems “modern” in many respects and this character of their relation is nicely demonstrated in this book.
