نقش جغرافیای انسانی در بحران افغانستان(مقاله علمی وزارت علوم)

جغرافیا یکی از مهمترین شاخصهای تعیین کننده ثبات یا بی ثباتی در کشورها است. در حقیقت جغرافیا بستر بسیاری از تحولات اجتماعی و سیاسی کشورها و حتی روابط میان آنها با همسایگانشان می باشد. افغانستان از نمونه های بارز اینگونه کشورها است. جغرافیای این کشور به لحاظ تاریخی بحران خیز است. در طول تاریخ همواره جنگ، ناامنی، بی ثباتی سیاسی، فقر و اختلافات داخلی دامن گیر این کشور بوده است. لذا نظر به اهمیت و جایگاه بحران ساز افغانستان، هدف پژوهش حاضر تبیین بنیادهای جغرافیای انسانی در بحران های این کشور است. این پژوهش تحلیلی- توصیفی، ترکیبی از نظریه هاگت و تئوری کوهن است. در این روش  به تبیین بسترها و زمینه های بحران ساز در افغانستان از منظر جغرافیای انسانی پرداخته شده است. روش جمع آوری داده های مورد نیاز این پژوهش، روش کتابخانه ای است. براساس یافته های پژوهش، تمام بحران های افغانستان از منظر جغرافیایی انسانی،  ناشی از ناهمگونی های انسانی و مداخلات ابرقدرت ها بوده که باعث شکننده گی، نا آرامی و بحران خیز ماندن این کشور شده است. اختلافات مرزی و رودخانه ای، حائل بودن بین قدرتها، محصور بودن در خشکی، قرار گرفتن در منطقه شکننده و تحت فشار، تعدد همسایگان، تغییر مسیر رودهای مرزی، قومیت گرایی، بنیاد گرایی افراطی و تروریسم، تعصبات زبانی و فرهنگی، مهاجرت و محرومیت، کم سوادی، جدایی طلبان دو طرف مرز و کشت و قاچاق مواد مخدر از مهم ترین عوامل بحران زا و اختلاف برانگیز جغرافیایی و جغرافیای انسانی افغانستان  هستند  که منشأ اختلافات با همسایگان را نیز تشکیل میدهد. عوامل مذکور از جمله علل پایدار جغرافیایی اند که نقش جبری در خلق بحرانها و اختلافات دارند. این عوامل مانع  همبستگی، تشکیل یک دولت ملی و شکل گیری هویت ملی در افغانستان شده اند.

Ethical Dimensions of Community-Based Crisis Management(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Ethical principles and objectives are the standard of professional behavior in all circumstances and are of greater importance and sensitivity in incidents and disasters. The aim of the present study was to investigate the ethical dimensions of community-based crisis management. METHODS: In this qualitative-descriptive research, all aid workers of Red Crescent Society (RCS) in Fars province were studied in 2023 and a total of 32 ones was selected through random sampling and participated in a semi-structured interview. After analyzing and coding, the obtained data were checked using Maxqda-2020 in qualitative phase and a researcher-made questionnaire was designed based on the indicators. Then, in the inferential part, the obtained data were analyzed using Lisrel-8.8 software. FINDINGS: According to the results, achieving the dimensions of human ethics in relief work including chastity and integrity, sacrifice and selflessness, confidentiality, trustworthiness, patience and forbearance, benevolence, preservation of human dignity, non-negligence, sense of responsibility, and cooperation with a significant coefficient of 0.000. CONCLUSION: According to the results ethical principles are a prerequisite for the performance of aid workers in all crisis situations.

Afghanistan, as a landlocked buffer state, has endured over four decades of instability and continuous military conflicts, driven by both foreign military interventions and internal strife. The primary focus of these conflicts has been the seizure of power and the expansion of influence within the country. Over this period, two of the world’s leading military powers have attempted direct military intervention, only to be met with failure due to a combination of external rivalries-both regional and global-and internal resistance. These factors have perpetuated the crisis and hindered stability in Afghanistan.As a buffer state, Afghanistan’s survival depends on maintaining a balanced position among rival powers and avoiding entanglement in their spheres of influence. This requires a carefully crafted foreign policy that acknowledges the unique geopolitical demands imposed by its buffer state status. The hypothesis of this study suggests that one of the key reasons for the persistence of the crisis in Afghanistan is the country’s failure to fully consider these geopolitical imperatives in its foreign policy. This oversight has heightened tensions and encouraged external intervention.This article aims to first provide a comprehensive understanding of buffer states, drawing on the perspectives of prominent scholars. It then evaluates the foreign policy variables that shape Afghanistan's geopolitical environment, with a focus on the requirements specific to its buffer state role. The research is conducted using a descriptive-analytical methodology, with data sourced from a wide range of library materials, credible domestic and international publications, reports, and electronic sources.

Authoritarian Personalities and their Geopolitical Approach (Case Study: Claiming Territory)(مقاله علمی وزارت علوم)

When analyzing the histories of nations, it becomes clear that times of crisis often give rise to various figures who position themselves as problem solvers. Among these, authoritarian leaders are particularly notable. While certain aspects of their childhoods are frequently cited as significant, the geopolitical contexts and global shifts during their rise to power are equally crucial. These leaders typically emerge in countries experiencing similar external pressures, regional conflicts, or transformations in the international balance of power. By examining these shared geopolitical circumstances alongside personal histories, we gain valuable insight into the emergence and appeal of such figures during turbulent periods. This study identifies eight widely recognized cases from 1919 to 2011, including Adolf Hitler, Manuel Noriega, Idi Amin, Muammar Gaddafi, Benito Mussolini, Saddam Hussein, Pol Pot, and Tojo Hideki. Using a descriptive, analytical, and comparative approach, it seeks to answer the question: how do authoritarian figures exploit geopolitical environments to consolidate and expand their power? The findings suggest that such leaders often use ongoing crises to legitimize their actions, manipulate public sentiment, and push territorial or ideological agendas. To enhance accuracy and pattern recognition, artificial intelligence (AI) techniques were employed in the analysis phase. These tools helped reveal recurring behavioral and geopolitical patterns that may otherwise remain unnoticed. The study emphasizes the importance of identifying these dynamics early to prevent future international crises.

EU's foreign policy instruments have been mainly designed with a normative approach for contribu-tion to stability and peace in a changing political landscape. However, EU foreign policy faces differ-ent challenges that constantly test its ability related to conflict resolution, international understand-ing, and the defence of its Interests, namely, the crisis between the US and Iran in January 2020. This research is to answer the following question: What were the failures of the EU's foreign policy in the middle of the crisis between the US and Iran in January 2020? This paper aims to determine the shortcoming of the EU foreign policy affecting its role as a Global Power during the US-Iran crisis in January 2020. Main objective is to determine the failures of the EU's foreign policy affecting its role as a Global Power in the middle of the crisis between the US and Iran in January 2020 and specific objectives are to summarize the role of the EU as a Global Power in the middle of conflicts, to identi-fy the failure of the European foreign policy during the US-Iran crisis in January 2020 and to suggest a change in the EU foreign policy approach for improving Europeans' role in the international sys-tem.
