Agovernmentshouldusesocialmediaforcommunicatingwithitscitizen.Theengagement index score is one of the methods for assessing the rate of governmental success in using social media as a tool in establishing interactive relationships with its citizen. In general, the engagement index score is obtained by calculating the number of posts, number of likes and comments, and so forth on a single social media account. Therefore, we propose an integrated engagement index score for three social media: Facebook, Youtube and Twitter. In this work, we carry out a study for local governments in Indonesia. The engagement index score was adopted from the previous research. However, we modified the formula to get a better distribution score.Our modified formula generates the same ranking sequences with previous research.Also, Facebook and Youtubes’ reaction are considered in this work to analyzes the quality of sentiments to a Facebook fan page and Youtube channel of localgovernments.
Investigating the Impacts of River Tourism on the Quality of Life of Citizens (Case study: Gohar rood River of Rasht City, Iran)

The development of river tourism depends on river quality, physical characteristics and river landscape, river marginal landscape, safety and financial safety of tourists, creating roads and facilitating tourists to spend leisure time and providing opportunities for walking on the beach. river tourism is one of the most important subdivisions of the nature tourism as a source for value added and special income for river cities. In this regard, the purpose of this study was to assess the impacts of river tourism on the life quality of citizens of Rasht. For this purpose, 200 questionnaires were distributed among citizens using random sampling method. Data was evaluated using SPSS software. The results showed that the quality of life of Rasht tourist city is moderate so that there is a significant correlation between the development of the tourism by creating new job opportunities and increasing the income of residents, as well as the prosperity of buying and selling real estate to 99%.

Western discussions of human rights have led to the coalescence of two distinct positions regarding the fundamental, inalienable liberties that citizens should be able to enjoy as a matter of principle. The first, commonly known as the cosmopolitan perspective , asserts that one set of basic human rights is valid for all societies. The other claims that citizens of different societies may possess different sets of human rights, albeit ones that any thoughtful person would acknowledge to be essentially decent and appropriate to the cultural and historical circumstances of the community at hand. Among a great many prominent cosmopolitan theorists, David Held stands out as the most consistent and vociferous champion of a universalist conception of human rights. Arguably the most influential proponent of distinct packages of rights for various social milieux is John Rawls, whose controversial notion of the Law of Peoples explicitly calls on liberal societies to tolerate, if not actually respect, alternative ways in which a minimal cluster of basic rights might be articulated. This paper demonstrates first that these two, generally opposed poles of the debate over human rights have moved much closer to one another than one might expect.
Identifying and Prioritizing of Factors Affecting the Acceptance of Electronic Services from the Perspective of Citizens(مقاله علمی وزارت علوم)

This study was carried out aimed to identify and prioritize the factors affecting the acceptance of electronic services from the perspective of the Iranian citizens. The present study is considered as an applied-developmental research in terms of purpose and qualitative and quantitative research in terms of method. Library studies, interviews, and questionnaires were used to collect data. The questionnaire had face validity and Cronbach's alpha and composite reliability were used to estimate its reliability. The statistical population related to the qualitative study, included professors in the field of e-government and active executive experts working in the Ministry of Communications and Information Technology, the Administrative and Employment Organization, and the Management and Planning Organization are 17 people who were selected using targeted snowball sampling. The statistical population related to the quantitative study, included the Iranian citizens, 384 people were selected from the infinite population according to Morgan's table and were examined according to the infinite statistical population. LISREL software, SPSS and one-sample t-test were used to analyze the data. According to the results, the factor of citizens 'efficiency, perceived usefulness, perceived ease have the greatest impact on the acceptance of electronic services from the citizens' point of view, respectively.
The Public Sphere (Virtual and Non-Virtual) and Responsible Environmental Behaviors of Citizens (A Study among Citizens Over 18 Years Old in Tehran)(مقاله علمی وزارت علوم)

Purpose: With the spread of environmental issues attention to the responsible environmental behavior of citizens to reduce environmental pollution it has become very important. Therefore, the purpose of this study was to explain the relationship between the public sphere (virtual and non-virtual) and responsible environmental behaviors of citizens. Methodology: The present research method was a quantitative from type of survey. The research population was all the citizens over 18 years old of Tehran city in 2021 year with the number of 6348162 people, which the sample size based on the Cochran's formula was determined 384 people, and in this study due to possible dropouts 400 people were selected as a sample. The samples of this research were selected by multi-stage cluster sampling method and responded to demographic information form and researcher-made questionnaires of virtual and non-virtual public sphere (32 items) and responsible environmental behaviors (32 items). Data were analyzed with tests of Pearson correlation coefficient, multiple regression by stepwise method and analysis of variance in SPSS software. Findings: The findings showed that the virtual and non-virtual public sphere had a positive and significant relationship with responsible environmental behaviors of citizens (P<0.001). Also, the virtual and non-virtual public sphere significantly could predict 31% of changes of responsible environmental behaviors of citizens (P<0.001). In addition, there was no significant difference between responsible environmental behaviors of citizens in terms of the type of virtual network and marital status (P>0.05), but there was a significant difference in terms of education level (P<0.05). Conclusion: The results of this study indicated a significant relationship between virtual and non-virtual public spheres and responsible environmental behaviors of citizens. Therefore, in order to improve the responsible environmental behavior of citizens can be provided the ground for the improvement of the public sphere.

The rights of citizens to provide Social justice, due to emphasis on the basic needs of human beings, known as one of the most fundamental principles in international documents of human rights and civil rights. It's indicators include the right to a fair life, right to health, right to education, right to social security, and right to work and employment, which in human rights documents, particularly in the International Covenant on Economic, Social and Cultural Rights, regarded as the second generation of human rights. Social justice, who has been noted specifically in the first, third and fourth chapters of Constitution of the Islamic Republic of Iran, are the same components that have been identified in international documents of human rights. These indicators will realize when all citizens have equal opportunity to take advantage of it. The government's obligation to support these rights is positive, and an obligation to urgent results and in some indicators the obligation of result, is increasing.
