The Rise of the Military and the Prospects of Politico-Economic Developments in Egypt(مقاله علمی وزارت علوم)

Although the 2011 uprisings in Egypt led to the fall of Hosni Mubarak, they have not yet been able to change the nature of the country’s political system. A year after the country’s first non-military president took office, Egypt’s political situation became more or less similar to the way it had been before 2011. The structure of the relationship between the state and the society in Egypt, highly affected by vast military influence, could be explained through Guillermo O'Donnell’s model of “Bureaucratic Authoritarianism”. The Islamists’ weakness in establishing a powerful government granted a proper excuse for the military to obtain direct rule over the country through a modern 21st-century coup d’état. The basis for legitimizing this move, in addition to the Islamists’ weakness, was the claim that the 2011 coup d’état had the same public support as the 1952 coup d’état. Consequently, the military enacted legal mechanisms and introduced a presidential candidate who ultimately won the elections, giving back the military its previous position. It seems that the military authoritarian government in Egypt would enjoy relative legitimacy by focusing on providing economic and political stability, while paving the way for preserving its own long-term politico-economic interests. Therefore, it is likely that if the status quo– which relies upon widespread repression of the Islamists and the weakness and passivity of the liberal movements– is maintained, the authoritarian military rule over Egypt will continue.

The Purpose of this Paper is to examine the goals of the ninth and tenth government in formulating and executing targeted distribution of subsidies under the title of 'Targeting Cash Subsidies Plan' in iran. The question is how targeting these Payments during the presidency of Mahmoud Ahmadinejad can be explained. The hypothesis of this research is that the characteristics of a rent prepared the circumstances for making such payments by the mentioned government. in this research considering the nature of collector government which is always accompanied by an increase in the rent incomes, the government's policies have a distribution approach which aim to increase supporters and provide political legitimacy and popularity.

Several political and economic factors are involved in choosing exchange rate policy in Organization of Islamic Cooperation (OIC) countries. In the present study, these factors have been investigated with an emphasis on OCA and political economic factors during 1990 -2014. The result shows that OCA and political economic factors as well as tradable sector are influential on exchange rate policy in OIC countries. In a way that oil revenue, financial development, GDP, openness of the economy, economic development and political instability all tend to increase the probability of pegging the exchange rate regimes, whereas an increasing industrial sector and size of the economy lead to a decrease in the probability of pegging the exchange rate regimes. Inflation, democracy, political system, legislative system, and monetary crises had no significant effect on the exchange rate regime. Also, the results show that the democracy and oil revenue had the highest impact on choosing exchange rate regime and financial development and monetary crises risk had the least impact on choosing exchange rate regime. Egypt is a strategic country for the United States. On the one hand, maintaining Egypt friendly to the West due to its geopolitical location and influence in Arab League, keeping Suez Canal open for economic and military interests, following the market development opportunities, and securing a settlement with Israel is among the reasons which make Egypt vital for U.S. policymakers on the other the Egyptian foreign policy pattern is based on geography, national interests, cold War setting and leaders of Egypt is mainly affected by U.S. policies. This study uses foreign aid political theory to discuss how the United States uses foreign aid to maintain its interests in Egypt despite the political instability caused by the Arab Spring. The archival research on USAID and U.S. foreign policy towards Egypt demonstratesthat after Nasser's presidency and since the late 1970s, the United States has provided significant military and economic assistance to Egypt to pursue its interests in the Middle East. Although Arab Spring and Egyptian uprisings in 2011 and the Egyptian military’s coup in 2013 made the Obama administration suspend temporarily some U.S. assistance to Egypt, after the re-establishment of aids, the steady rate of U.S. military assistance to Egypt hasn’t been changed. This issue shows that U.S. unceasing influence in Egyptian circles of power was saved by foreign aid and proves the permanence of U.S. strategic interests in the region. As a result, the U.S. utilizes these aids as an influential tool to control Egypt and to pursue its goals in the Middle Eastern countries, including Iran. Due to the close partnership with the United State and Israel, Egypt doesn’t have a stable relationship with the Islamic Republic of Iran.

Following the independence of 1947, India adhered to a mixed model of nationalist and socialist policies in the early years, with protectionism and closed-borders attitude dominating its approach to foreign relations and global economy. In the aftermath of the economically precarious circumstances during the 1980s, and the subsequent economic crisis in the early 1990s, paradigmatic reforms, widely known as liberalization, were officially announced. However, considering Indian liberalization as a gradually evolving process, rather than a one-off project, this paper intends to take a political economy approach and employ historical analysis in order to scrutinize the pre-1991 contextual trajectory through which India underwent liberalizing its economy. The paper explicates the implemented economic approaches by studying the key primary sources, the Five-Year Plans in particular, and the relevant secondary sources. The authors propound the notion that India, since its independence till the early 1990s, appears caught in a cycle of oscillations between protective measures on one hand and attempts to move towards a liberalized economy on the other. The statist model of development that overwhelmingly disfavored interaction with the global economy at the outset was gradually replaced by a decentralized model that sought to open up the Indian economy to the world.

Economic punishments and sanctions have been used against the Islamic Revolution of Iran as well as some other countries. But their efficacy is usually in dispute among politicians and economists. Current research reports the results of a randomized experiment that seeks to identify the cause of the failure of broad political punishments and sanctions. Most sanctions and political punishments are ultimately employed as a psychological-economic device. They are meant to adversely affect the opinion of the people of a country, thereby putting pressure on the government to change course. We propose and empirically test the hypothesis that a reduction of welfare has a different effect when it is attributed to an out-group versus an in-group agent. We find that when economic failure is believed to have been brought about by an outsider, it actually solidifies the position of the leader. There is, moreover, no statistically significant difference in the reactions across sexes. The study draws on insights from the sociology of group identity to propose an answer to an old question in political economy. Study on international political economy of two countries, Sweden and Norway, in international interactions allows us to examine political economy of these two countries as the case study for further understanding of macro patterns of international political economy. Thus, understanding the power of influence of international developments in two economic and political areas in internal relations of countries refers to one of the necessities in this research. The present research displays how a constant pattern such as the welfare state pattern can change under influence of global relations or loses its some principles, i.e. the vice versa of this rule is true. In other words, we face impact and effectiveness of the two sides of the exchange. Without doubt, movement toward pattern of welfare state generates behaviors, patterns and considerations at the area of foreign policy of Sweden and Norway, which we will examine them in this research. However this multi-variable equation has not yet on the stage of final settlement and in some cases the relation between Norway and Sweden has not yet defined with the developments in the new world at the area of international political economy, definition for what going on is required to understand this complexity and the reason for creation of some ambiguities. Definition for political economy of Norway and Sweden as two countries with the most welfare worldwide reveals the necessity to conduct this research. Since Norway and Sweden have a distinctive pattern in their welfare services, measurement of the relation between these distinctive patterns and common patterns which have conventionalized at the international economy is considered a major concern. Ultimately, this research is the necessity for our country to use the interactive pattern existing in Scandinavian countries at the area of international political economy. however, there are huge differences between our country and Scandinavian countries in terms of geographical position, population size and financial facilities, it can use some of the patterns of welfare state in our country and some of the behavioral patterns of Norway and Sweden in international relations to progress the political and economic relations of our country in international system.

Cyberspace Sovereignty: Is Territorializing Cyberspace Opposed to Having a Globally Compatible Internet?

The internet is at a crossroads today. Whence once viewed as a borderless domain, today it is spoken of in alarmist terms that warn against its demise in the context of growing government censorship programs and powerful commercial interests. This essay reviews the literature on cyberspace and sovereignty, showing the emergence of pro-sovereigntist perspectives and predictions of cyberspace Balkanization in recent decades. It further links the conceptual debate over cyber-sovereignty to real-world geopolitical conflicts and struggles over the future of Internet governance, showing how different conceptions of cyberspace are functions of the geopolitical interests of different powers. Drawing on recent literature on cyber espionage, this essay provides a review of the defensive and offensive practices of state powers in and through cyberspace to argue that while impulses towards re-territorialization of cyberspace are undeniable, such attempts are ultimately frustrated by operations aiming to use common protocols for external security and internal surveillance. Such practices illustrate a more nuanced depiction of sovereignty in cyberspace that goes beyond the borderless versus Balkanized dichotomy.

تحلیل تأثیر تحریم ها بر بخش مسکن شهری دولت های رانتیر (مورد مطالعه: شهرهای ایران)(مقاله علمی وزارت علوم)

پژوهش حاضر در خصوص فرآیند رشد و توسعه شهرنشینی به عنوان یک پدیده برون زا و بر پایه رشد خدمات شکل گرفته است که محصول روابط نابرابر اقتصادی و اجتماعی با کشورهای توسعه یافته صنعتی به همراه کاتالیزور تصمیمات فرداست است. این پزوهش با استفاده از روش تحلیلی و رویکرد کمی انجام شده است و به بررسی تأثیر تحریم ها بر بخش مسکنِ در فاصله زمانی 1385 تا 1396 پرداخته شده است. برای تبیین مدل تحقیق پنج دسته عوامل سیاسی، اقتصادی، نهادی، اجتماعی و کالبدی در نظر گرفته شدند. در این مطالعه با استفاده از مدلهای اقتصاد سنجی فضایی با سه نوع داده مقطعی، سری زمانی و تلفیقی اقدام به بررسی داده ها شد. باتوجه به عدم دسترسی و فقدان اطاعات کافی در دوره آماری مذکور، در خصوص شاخص های مورد مطالعه، ابتدا شهرهای مراکز استان و سپس شهرهای ناحیه ای درجه ۲ و درجه ۳ مورد ارزیابی قرار گرفتند. به علاوه، با استفاده از داده های شهرهای کشور مدل رشد قیمت مسکن با استفاده از مدل خطای فضایی مورد تحلیل قرار گرفت. به دلیل وجود ناهمسانی واریانس در این مدل از برآورد گر KP - HET استفاده شده است. نتایج حاصل از این مطالعه بیانگر وجود اثرات فضایی تحریم در رشد قیمت مسکن شهرهای کشور طی بازه مورد مطالعه است. به صورتی که از بین متغیرهای اقتصادی؛ شاخص فقر، نرخ بیکاری و تخصصی شدن و از بین متغیرهای اجتماعی میزان مهاجرت، نرخ باروری عمومی و جمعیت فعال به عنوان مهمترین عوامل مؤثر بر رشد قیمت مسکن ارزیابی شدند. که این متغیرها هم به نوعی علت و هم معلول سازمان نیافتگی یک الگوی منسجم رشد قیمت در ادوار بعدی بوده اند.

This article covers the emergence of resistance economy in the Islamic Republic of Iran within the context of international sanctions, arguing that this policy ought to be understood beyond the historical context in which it emerged. The article captures the historical, political, and economic context in which the first comprehensive economic discourse of the post-revolutionary establishment emerges, and seeks to account for its scope, concerns, and objectives. Rather than another word for protectionism, import-substitution industrialisation, economic diversification of a rentier state or a mere response to sanctions, resistance economy as espoused by Ayatollah Khamenei, is a comprehensive economic policy discourse affecting all levels of state and society in the Islamic Republic of Iran. Rather than mitigating the impact of sanctions, resistance economy is an economic discourse that seeks to realise the revolutionary objective of economic independence, whilst transforming the economy of the Islamic Republic from a source of weakness to a source of strength in its pursuit of a new, more equitable international order.
