Iran’s foreign policy toward international organizations has always oscillated between divergence and convergence, depending on the status of the country in question and the statesmen's point of the view. This study aimed to examine the status of international organizations in Iran’s foreign policy. A divergent approach to international organizations was adopted during 1981-1988 and 2005-2013. This believe in a domination system in the world, and try to change the status quo and the fundamental rules of the international system. One could argue that the domination of this approach in Iran’s foreign policy undermined the national interests and security. On the other hand, since 1979, it has been revealed that whenever Iran has had a convergent interaction with international organizations (i.e., 1979-1980 and 1988-2005); it has helped Iran's national interest and security. Furthermore, cooperation with international organizations in various fields has provided opportunities for political, economic and cultural ties of Iran.

Investigating Criminal Responsibility of International Organizations in the International Law System(مقاله علمی وزارت علوم)

Background: In addition to governments, the activities of international organizations such as a large multinational corporation may be detrimental and hazardous to international public order. For example, companies that produce microbial and chemical bombs and organizations that traffic women, children, opiates in addition to buying and selling human organs, or that carry out sexual terrorism and international prostitution. The objective of the present study is on the criminal responsibility of international organizations in the international law system as well as whether international law has ever attempted to identify the criminal responsibility of such persons? Conclusion: At the turn of twentieth century, followed by the expansion of international exchanges and outbreak of ravaging wars, the advancement of science and technology, esp. military equipment technology, emergence of natural disasters or spread of dangerous infectious diseases, and stimulating humanitarian sensations and ... international organizations, including governmental or non-governmental, regional or global ones, with specific political, economic, cultural and social topics or a combination of them, were formed. Presence, activity and influence of these organizations in international relations arena was so epitomized that the international institutions are mentioned as the most important players of international relations after governments. Unfortunately, taking a glance at the international penal system structure, we find out that the international criminal regime drawn out in the 1990s is basically a system established based on the trial of real persons, and not legal entities. The regime of the International Criminal Court has explicitly excluded the trial of legal persons via this path. From this outlook, the situation of international organizations in terms of criminal law develops a gap in international criminal law that entails the action of the said key players in the international arena.

Decision-Making and Collective Choice against Terrorism in the UNSC

Decisions as outputs of international organizations are highly influenced by different motivations. Presence of veto powers, heterogeneity of preferences and the rules governing decisions lead to study the decision-making in the United Nations Security Council. But the main puzzle of the current paper is to discover the motivations influencing on decision-making in the UNSC. According to our research, precedent and organizational doctrines guide the veto holders’ decisions. The costs of unilateral decisions push the members of UNSC to act based on collective bargaining and decisions which not only modify the opportunity structures but also help them to meet their rather different preferences. One of the most notable cases that these double doctrines are heavily visible in the UNSC activity is the area of the terrorism. In this case, the UNSC as an international political organization providing collective response to the international security threats by resorting to agreed language and political coalition.
