The purpose of this paper is to explore the effects of globalization on management of quality in higher education. A Meta-evaluation methodology is used to see how much the current research-supporting hypothesis is related to divergence، convergence or meso of quality management in higher education. In the light of three debates related to the nature of globalization، consequences of globalization and role of globalization in promotion of democracy and human rights، three controversial hypotheses are studied. It is suggested that forces behind these three hypotheses cannot be assessed in isolation، independently of one another، nor from a perspective of either convergence or divergence among them. Rather، globalization، regionaliz- ation، and nationalism should be captured and studied as forces relative to and overlapping one another، sometimes antagonistic and sometimes cooperative toward each other but never harmonious.

Conceptions of Research Publication among Iranian Doctoral Students of Applied Linguistics: Cherish the Wish to Publish or Rush to Perish(مقاله علمی وزارت علوم)

The competitive academic atmosphere of the higher education worldwide along with the current trend in producing research-oriented knowledge by universities has made research publication the first priority for doctoral students. In this study, we addressed the conceptions of purpose, process, and product of publishing research articles among Iranian doctoral students of applied linguistics. To this end, thirty students were interviewed and the data were analyzed using the grounded theory approach. The findings demonstrated that doctoral students publish papers to prepare a competition-winning resume, significantly contribute to the ELT community, turn into life-long learners and problem-solvers, and fulfill their course requirements. Furthermore, with regard to the research publication process, they highlighted the role of mixed-methods in spotting real problems in context and getting their papers published in prestigious journals. Additionally, the students believed that publishing in international journals grants them the opportunity to gain international recognition, attract an international audience, receive expert quality feedback from professional reviewers, publish in journals specific in focus and scope, and avoid publishing in cheap predatory journals. Finally, the findings suggest that the doctoral students need more systematic coaching to successfully conduct and publish their research.

The Digital Turn in Higher Education: A Try to demystify the Myth of the “Digital Natives” Mythbusting

Digital technology has recently become a ubiquitous feature of the modern era posing problems to higher education institutions. Digitization of the academic life has brought forth the claims that there is an evident disparity between the digital naturals and digital immigrants and that the myth of the former is “undemystifiable”. The claim that the new digitized generation has its own distinguished learning preferences, skills of learning and beliefs about how learning in such an era should make higher education authorities revisit their curricula and “reshuffle the academic cards” so that the digital immigrants could catch up with the fast-running pace of the digitized train and provide the digital natives with what they need for a successful academic life. T he overall aim of the present work therefore is to investigate the extent to which the so-called digital natives really have control of the use of educational technology either as part of their self-directed learning practices or as part of a formal tertiary level teaching, the type of technologies they prefer to use, whether they possess the required digital skills that are important for their future careers, and how vital the digital skills are in boosting their employability. In line with the major findings of the present study, it could be concluded that the media change under the created discourse of “moral panic” has unveiled the singularity of this generation and has forced academic authorities to reconsider learning, teaching as well as both skills and employability of a such a generation for the betterment of a healthy academic higher education system.

The initial proposed the Community of Inquiry (COI) framework suggests that social presence, teaching presence, and cognitive presence are essential dimensions to promote successful learning experiences in higher education blended learning environments as educational model of the community of inquiry and its dimensions help educators to apply the findings of the research in practice.  The objective of this quantitative study was to explore the relationship between three dimensions of community of inquiry and perceived learning among higher education students in a blended learning environment of Malaysian university. Descriptive method was the nature of this study. 150 blended learning higher education students were chosen through convenience sampling and surveyed. Two questionnaires were used to test the degree of students’ perceived learning and the components of the community of inquiry model. The results of the study showed that there is statistically significant relationship between three dimension of community of inquiry and perceived learning. Moreover, the cognitive component is more predictive of the students’ perceived learning.

Integrating Community Service Learning into University Curriculum: Perspectives from EFL Teachers and Students(مقاله علمی وزارت علوم)

Community service learning (CSL) has been regarded as a pedagogical tool which provides students with opportunities to participate in a service activity to meet social needs and simultaneously gain benefits for themselves. There has been a tendency in the world to include CSL in higher education training programs. This study aims to investigate Vietnamese EFL teachers’ and students’ perceptions of CSL and their practices of a CSL-integrated course at a university of foreign languages in central Vietnam. The study involved 61 teachers and 201 students and employed quantitative and qualitative approaches. The findings revealed that both teachers and students showed strong support for CSL, and that the teachers, especially more experienced teachers, had more positive beliefs than the students about the five categories surveyed: perceptions of CSL, role of the school, benefits for teachers, benefits for students, and feasibility of CSL integration. Also, the participants believed that CSL was to be a tool to help students develop professionally, personally, and academically.

Reflection on the Iranian Academic General Curriculum in the Globalization Era

The academic general curriculum is of great importance alongside the specialized curriculum; this field is not only limited to the subject of human knowledge and scientific disciplines, but is also related to the development of personal capabilities, such as the creativity and intellectual abilities, transfer of cultural heritage and values, and the evaluation of committed and accountable citizens. The present study aims to investigate the various areas of the Global Citizenship Education (GCE) in the academic general curriculum in Iran. This is an applied research wherein, a qualitative content analysis method, the thematic analysis (themes), has been applied to the two levels of the selected documents (the law on the goals, duties and organizations of the Ministry of Science, the comprehensive scientific map of Iran, and Iran's sixth development plan) and syllabuses of the general courses approved by the Supreme Council of the Cultural Revolution. The data collection tools included content analysis, note-taking, and a checklist. A descriptive-analytic method was applied to interpret and analyze the data. Based on the research findings, the level of contents associated with globalization has a significant degree of severity and weakness from one course to another in terms of the qualitative aspect. It is certain that most of the contents related to the components of globalization often have indirect links and regarding the positive, negative, and neutral aspects, it can be claimed that the neutral aspect is of considerable significance compared to the other aspects. The qualitative content analysis of the documents and syllabuses of the general courses was done and subsequently, the obtained scheme indicates that the existing approach to the GCE in Iran is a combination of political and civic education approaches, cultural transfer, and the neo-liberal approach, and hence, the educational system should try to train global citizens with an Iranian–Islamic identity. Among the important points in the analysis of the documents is a lack of distinction between globalization and internationalization.

Market orientation in higher education: positioning marketing in Iranian higher education

Considering students expectations and rivalry among higher education institutions, novel practical ways through adaptation of market-oriented mechanisms as well as business mechanisms in higher education are required. The present paper, therefore, aims to examine mechanisms for positioning in Iranian higher education. In doing so, phenomenological approach was applied. A purposive sample of 10 informants consisting of higher education experts and deans was selected. To analyze data, open, axial, and selective coding system was applied and the findings were organized under mechanisms for positioning in higher education. With regard to target market in higher education, attracting factors and success factors were yielded. With regard to positioning in higher education, 4 categories were identified including emphasis on relative advantage, emphasis on Basic resource, emphasis on marketing techniques, and emphasis on customers’ perception. Barriers and constraints were categorized under 6 main categories: political, administrative, institutional, cultural and social, economic, and academic. Designing a psychological capital curriculum of consist optimism for Higher Education(مقاله علمی وزارت علوم)

Purpose: The purpose of this study was to design a psychological capital curriculum consist of optimism for Iranian higher education. Methodology: The research methodology was qualitative content analysis of deductive category system. The research domain consisted of all sources, articles, and printed and digital books related to psychological capital and a targeted sampling method was used. Data analysis was conducted through subject coding. The findings were derived from 50 conceptual codes that were categorized into 16 components and main categories of optimism. To validate the model of psychological capital curriculum, 10 experts from the field of curriculum and educational psychology contributed using Lawshe coefficient, with components below 62%, three components were deleted. Finding: the results showed that the identified targets for optimism included four components of reality, self-regulating growth, responsibility, and bravery. The obtained content showed that components of planning, self-excitation education, communication approach, positive thinking, and relationship between the current status and the past one need to be considered in optimistic curriculum. The results also identify education and two components for teaching methods of optimism: interpretative pattern and individual teaching pattern. For evaluation, three components of evaluating the interpretation and explanation, assessing the change in behavior, and an assessment of the correct and unfair practices of social communication were identified. Discussion: The present study, as a model for designing a curriculum for psychological capital based on optimism for Iranian scholars and planners of higher education, allows understanding and applying the elements of the curriculum to develop psychological capital in students.

Designing a Curriculum Model Based on the Development of Social Capital for Iran Higher Education(مقاله علمی وزارت علوم)

Introduction: This research was aimed at designing a curriculum model based on the development of social capital for higher education in Iran. Method: The present study was an applied and qualitative research that was carried out using the theme analysis method to answer the research questions. The statistical population of this study included all planning, sociology and management specialists. The statistical sample of this study was 15 faculty members of Islamic Azad University. A sample sampling method was used to select the sample members. Data gathering tool The data of this study were semi-structured interviews. Results: Data analysis was carried out using OmegaCard software using MaxQDA software. In order to calculate the reliability of the interviews, the reliability of the review and the method of internal agreement were used. The results of the topic analysis led to the identification of 115 initial codes, which decreased to 79. Based on these findings, four components of goals, content, materials and educational methods and evaluation were identified as the main components of social capital based curriculum in the university, each of which has three structural, cognitive, and cognitive components. Conclusion: Higher education, in the light of the curriculum patterns, can provide opportunities for social capital development, and has the potential for implementation and necessary changes to the curriculum model for the development of social capital.

Identifying the Factors Promoting the Professional Ethics of School Principals with Dematel Approach and Content Analysis(مقاله علمی وزارت علوم)

Purpose: The main purpose of this article was to identify the dimensions and components of promoting professional ethics in the education system for school principals. Methodology: The research method was mixed (qualitative-quantitative). In order to conduct this research, in addition to the documentary study, the content analysis technique with MAXQDA12 software was used to identify the factors and components. The statistical population in this study was all experts in the field of professional ethics. After the interview, 25 theoretical saturations were conducted and all interviews lasted between 90 and 120 minutes. In addition, semi-structured interviews with university experts in 2019 were conducted in the form of open and pivotal and selective codes, and to determine the validity and reliability of these components and indicators, the content validity method and Cronbach’s alpha (0.824) were used. Findings: According to the semi-structured interviews, 202 open codes with 2651 referrals, 19 core codes and 5 selective codes (educational, organizational, individual, socio-cultural and behavioral) were extracted to promote professional ethics. Then, according to the researcher-made questionnaire, exploratory factor analysis was used to confirm the indicators and components. All components were approved with a factor load above 0.6 and Butler coefficient with 0.9 indicated a high correlation between experts. Conclusion: Professional ethics is one of the basic and serious needs in various sectors of education in the country and can provide the grounds for overcoming this situation of recession and lack of trust and confidence and cultural confusion.

An Analysis of the Internationalization of Iran's Higher Education Curriculum; Requirements & Obstacles(مقاله علمی وزارت علوم)

Purpose: The purpose of the present study was Analysis of the Internationalization of Iran's Higher Education Curriculum; requirements & obstacles. Methodology: This research was applied in terms of the purpose and, in terms of the type of data collected, is quantitative. Also a descriptive survey type was used based on the data collection method. The statistical population of this research includes all faculty members of comprehensive universities of Tehran which was 4429 people. The sample was 384 people based on Cochran formula and selected by simple random sampling method. The main tool used for measuring and collecting data.in this research is a researcher-made questionnaire. To create the questionnaire, the components were extracted from the literature review and theoretical foundations and the researches carried out in the field. Then, after the modification, they were classified and arranged in a form. Finally, in the first section, in order to identify the current status of the university in terms of internationalization of the curriculum of higher education with 29 items and in the second section, to identify the obstacles to the internationalization of higher education curriculum with 8 grades on a 5-point Likert scale Low, very low, moderate, high, very high), was developed and answered to the professor. In this research, we used SPSS software and Cronbach's alpha test to obtain the reliability of the questionnaire. Cronbach's alpha for the questionnaire, "Identifying the barriers to internationalization of higher education curriculum" was equal to 0/74 and for the questionnaire "Reviewing the current status of curriculum internationalization" was calculated to be 0/76.Due to the fact that reliability is generally more than 0 70, the researcher-made questionnaire has a relatively high reliability. Findings: The Result showed that the “Lack of motivational and incentive factors for professors” with 6/909 T test and with 0/000 Significant was the most important obstacles that this research was Identified and the “Lack of financial support from professors in traveling abroad in line with international research” with 6/718 T test and with 0/000 Significant was second obstacles are Identified. Conclusion: The present status of internationalization of curriculum at the comprehensive universities of Tehran has been studied. Then the barriers were identified and finally solutions were presented. In the following, a comparison between the comprehensive universities of Tehran in relation to the internationalization of the curriculum was carried out and, finally, a comparison was made between the different faculties.

Purpose: Considering the role of leadership in achieving the education missions, present research done with the aim of designing a suitable leadership model to achieve new missions of higher education. Methodology: This study in terms of purpose was applied and in terms of implementation was exploratory combined (qualitative and quantitative). The research population in the qualitative part was the higher education experts and in the quantitative part were the personnel of Islamic Azad University of Tehran province in 2018-19 academic years. The research sample in the qualitative part according to the theoretical saturation principle were estimated 13 people who were selected by purposive sampling method and in the quantitative part according to Cochran’s formula were estimated 385 people who were selected by cluster random sampling method with respect to classes (number of staff in universal branches). To collected data in the qualitative part used from interview and in the quantitative part used from researcher-made questionnaire (51 items) which the its content validity was confirmed by experts and its convergent validity by average variance extracted indicator was confirmed and its reliability was obtained by Cronbach’s alpha method 0.84. To analyze data were used from methods of open, axial and selective coding and exploratory factor analysis in SPSS-22 software. Findings: The findings of the qualitative part showed that suitable leadership had 79 concepts, 63 categories and 7 dimensions and new missions of higher education dad 20 concepts, 15 categories and 3 dimensions. The findings of the quantitative part showed that the suitable leadership model to achieve new missions of higher education had 51 indicators or items and 15 components. Also, a suitable leadership model to achieve new missions of higher education was designed and approved by experts. Conclusion: Based on the findings of the present study, higher education specialists and planners can design and implement programs to realization the new missions of higher education.

Emergence Distance Education (EDE) role in the Learning of English Language Skills during COVID-19 Pandemic(مقاله علمی وزارت علوم)

During the COVID-19 pandemic, faculty members and students had to leave their face-to-face (FTF) classes and move into emergency distance education (EDE) contexts. Due to this drastic change in the system of education, investigating the probable effects of EDE on the quality of education seems essential. As such, this study has attempted to probe the effect of EDE on the language skills of Iranian EFL students. To do so, drawing on the maximum variation sampling, the present study embarked on a qualitative descriptive research method, triangulating data through written open-ended questionnaires and semi-structured interviews to collect data from 170 EFL students from different universities in Iran. The sample included BA students majoring in Teaching English as a Foreign Language (TEFL) and English Literature, aged above 18. Using Thematic Analysis (TA), students’ responses were transcribed, codified, and interpreted. The findings of TA revealed that along with several disadvantages and challenges that Iranian EFL students experienced in EDE with regard to learning English language skills, EDE provided some opportunities and benefits for their learning. The analysis of students’ responses also indicated that they deemed speaking skill as the most negatively influenced language skill and listening skill as the most positively affected skill. Furthermore, the findings represented that most of the students held teachers and administrators responsible for the problems and challenges they experienced in EDE contexts. The findings of the present study can encourage administrators, teachers, and students to prepare themselves for EDE against the possible subsequent waves.

Explaining the Competitive Advantage of Enterprise Resource Planning Adoption: Insights Egyptian Higher Education Institutions(مقاله علمی وزارت علوم)

Organizations nowadays focus on, not implementing ERP systems, but also leveraging ERP systems as part of their digital strategy. They holistically address people, processes, and technology for a digital transformation. Meanwhile, higher education institutions (HEIs) are also facing an imperative need for the implementation of modern technologies to stay competitive and differentiate them as an innovation leader. Higher education management is challenged with maintaining high-level information systems. These systems can generate complex real-time reports for effective resource allocation and better decision making. Enterprise Resource Planning (ERP) systems can help HEIs manage their resources and operations effectively. A study of ERP among 112 HEIs in Egypt was conducted. This study originally investigates the Egyptian HEIs’ perception of the ERP system as a new integrating tool for its value. The results showed that Egyptian HEIs are still at the embryonic level as the majority have not adopted these systems yet. However, ERP value has been undoubtedly perceived by HEIs’ managers. Therefore, the present study fruitfully reflected HEIs’ understanding of the imperative need of ERP systems as strategic systems for their competitiveness. Consequently, the study suggests that Egyptian HEIs and ERP vendors take steps to remove any barriers and accelerate the ERP adoption process. Also, this research contributes to the advancement of ERP concepts and characteristics from HEIs' standpoint and a grants practical verification to the higher education context. Overall, the study advances existing knowledge and research on ERP, strategic management systems, and HEIs.

In the digital age, e - learning systems have been employed as new equipment in the higher education system in different universities. Consideringthe importance of optimization of this system, this research is aimed at providing a modelfor the effectiveness of e - learning at in higher education systems . The study is a descriptive survey study in terms of its data collection method . The population includes all the students of electronic courses at the University of Tehran . This population includes 1481 students of the University of Tehran in the academic year 2019 - 2020 . Regarding the population size, 300 students were selectedbased onstratified sampling, using Cochran ’ s formula.Lisrel and Amos softwarewere used for data analysis . In the first step, byliterature review, and based on the collected information, 87 components were identified to be related toe - learning effectiveness . Then, based on the highest frequency of the identified components in one hand, and their significance from the experts ’ viewpoints, on the other hand, 14 components were finally selected and classified in three major classes including;pedagogical, individual and technicalrelated factors.

Application of a Model of Higher Education for Commercializing Knowledge and Meeting the Needs of the Study Population Comprehensive and Very Large Branches of Islamic Azad University(مقاله علمی وزارت علوم)

Purpose: The present study was conducted aimed to apply a model of higher education for commercializing knowledge and responding to the needs of society in comprehensive and large branches of Islamic Azad University. Methodology: This study was applied in terms of objective, and in terms of method is in the category of data-based qualitative and exploratory research, conducted in two phases. In the first phase, while reviewing the literature, by 18 in-depth and semi-structured interviews using theoretical purposeful sampling (including 15 faculty members and 3 experts in the industry) required data were collcted that reached saturation. The data collected from the interviews were analyzed based on the systematic approach of Strauss and Corbin at three stages of open, axial and selective coding. Findings: Finally, a summary of the developed model was presented to 4 professors, and their opinions were collected for correction and adjustment. In order to evaluate the reliability of the data, the criteria of the Grounded Theory including comprehensibility, compatibility, controllability, and generality of Strauss and Corbin (2008) were carefully investigated. In the second phase, the results of the analysis were compiled in the form of a questionnaire and the first stage of Delphi was performed on 15 experts and by calculating Kendall's Coefficient of Concordance (W) of 0.564, 25 components were excluded. Then, the second and third stages of Delphi were performed on 15 and 12 experts, respectively. Given that a significant coefficient of less than 5% was obtained for all components, no component was excluded at the second and third stages of Delphi, and Kendall's Coefficient of Concordance (W) was calculated to be 0.600 and 0.788, respectively, indicating a consensus among members. Conclusions: Finally, the research model was developed with 6 main categories and 43 sub-categories.

Purpose: The objective of the present study was to validate the evaluation model of the quality of combined education in higher education based on the CIPP evaluation approach. Methodology: The present study was applied in terms of objective, and cross-sectional in terms of method and data collection. The statistical population included students of the Islamic Azad University of Tehran in 2020 and 140 students participated in this study by power analysis sampling method. A researcher-made questionnaire on a 5-point Likert scale including 9 main categories, 20 sub-categories and 83 items was used for data collection. Convergent validity, divergent validity and Heterotrait-Monotrait Ratio (HTMT) were used to validate the questionnaire and a value greater than 0.7 was obtained from all categories. The reliability of the questionnaire was investigated using Cronbach's alpha, composite reliability and Rho coefficient and calculated greater than 0.7 in all categories. Also, the total Cronbach's alpha of the questionnaire was 0.891. In order to investigate the conceptual model of the research, the partial least squares and Smart PLS software version 2 have been used. Findings: The results showed that the use of appropriate evaluation methods leads to students' increasing knowledge and skills. Finally, this growth will lead to satisfaction with the quality of education, practicality and field of study. Conclusion: According to the study results, it was found that the appropriate selection of managers by increasing the capability and utility of their role will pave the way for appropriate methods of evaluation.

Identify and analyze the macro requirements of online education in higher education with emphasis on the corona pandemic effect

The purpose of this study was to identify and analyze the macro requirements of online education with emphasis on the corona pandemic. The method of conducting research is mixed (qualitative-quantitative). To conduct this research, in addition to the documentary study, the content analysis technique with MAXQDA12 software was used to identify the dimensions and indicators and to determine the share of each factor, the confirmatory factor analysis method of smart pls3 software was used. The statistical population in this study was in the qualitative part of all experts in the field of educational management and governmental and higher education, which was conducted after 17 saturated interviews. In the quantitative section, all faculty members of Tehran universities were selected according to Morgan's table, 353 samples were selected by simple random method. Finally, 7 dimensions and 41 indicators were identified. The structural equation method of smartpls3 software was used to draw the pattern. The results showed that the dimensions of Social and cultural requirements (0.874), Infrastructure requirements (0.872), Educational and research requirements (0.796), Policy and strategic requirements (0.791), Financial and economic requirements (0.779), Legal requirements (0.716) and Managerial and organizational requirements (0.694) are the most important in the macro requirements of online education based on the Corona pandemic, respectively..
