چکیده
به گواهی تاریخ جهان قبل از تاسیس سازمان ملل متحد در آشوب و جنگ های مهیبی غوطه ور بود و با حمله ارتش ورماخت آلمان به لهستان و درگیر شدن دیگر قدرت ها در اروپا به یکباره متمدن ترین قاره جهان به کانون مناقشات و نسل کشی ها و بمباران های هولناک متفقین و دول محور علیه یکدیگر مبدل شد ولی در نهایت جنگ با شکست متجاوزین سرسخت آلمانی،ایتالیایی و ژاپنی خاتمه یافت و مقرر شد که با تشکیل کنفرانس های بین المللی متعدد نظیر کنفرانس ملل متحد و یالتا و سانفرانسیسکو شالوده سازمان بین المللی بنا نهاده شود که قادر به حفاظت جدی از صلح و امنیت بین المللی باشد و از میزان مخاصمات مسلحانه بکاهد و اختلافات را به صورت مسالمت آمیز حل و فصل کند و چنین نیز شد. اما به یکباره با تاسیس حق وتو باز هم معادلات به ضرر سازمان ملل متحد و حقوق بین الملل به هم خورد و هر دو نهاد سیاسی و حقوقی آسیب های جدی را متحمل شدند. در عین حال سازمان ملل متحد در موضوعات غیر سیاسی موفق عمل نموده و ماحصل آن دریافت جوایز صلح نوبل در سال های گذشته است اما در معادلات سیاسی،سازمان ملل متحد به اجبار از متن به حاشیه رانده شد و این اعضای دائم شورای امنیت بودند که به عنوان هیئت مدیره دهکده جهانی،واقعیات جهان را شکل دادند. روش تحقیق در این مقاله توصیفی - تحلیلی است و نتایج تحقیق ثابت می کند سازمان ملل متحد به عنوان یک نظام خودبسنده در تغییر واقعیات جهان از تراژدی به کمدی کامیاب بوده و جهانی از پشتیبانی را به سوی خود جلب نموده است.The United Nations as an organic entity in transforming global realities
According to historical evidence, the world before the establishment of the United Nations was engulfed in chaos and devastating wars. With the Wehrmacht’s invasion of Poland and the involvement of other European powers, the most civilized continent on Earth suddenly became the epicenter of conflicts, genocides, and horrifying bombings carried out by both the Allies and the Axis powers. Ultimately, the war ended with the defeat of the aggressive forces of Germany, Italy, and Japan. It was then decided that through a series of international conferences—such as the United Nations Conference, the Yalta Conference, and the San Francisco Conference—the foundations of an international organization would be laid, one capable of seriously safeguarding international peace and security, reducing armed conflicts, and resolving disputes peacefully. And to a large extent, this goal was achieved. However, with the sudden introduction of the veto power, the balance shifted against both the United Nations and international law, causing serious damage to these political and legal institutions. Despite this, the United Nations has been successful in non-political areas, as evidenced by its receipt of several Nobel Peace Prizes in recent years. Yet, in political matters, the UN has been increasingly marginalized, with the permanent members of the Security Council effectively acting as the board of directors of the global village, shaping the realities of the world. This paper adopts a descriptive-analytical methodology, and the findings demonstrate that the United Nations, as a self-sustaining system, has succeeded in transforming global realities from tragedy to comedy, thereby attracting widespread international support.
