بررسی موانع و راهکارهای ارتقای مشارکت سیاسی در قرآن (مقاله علمی وزارت علوم)

چکیده
مشارکت سیاسی از مسائل علم سیاست و بنیادهای مهم سلامت اجتماعی و سیاسی قلمداد می شود و امری سهل و ممتنع است که مانعی کلان یا خرد می تواند حرکتش را متوقف کند یا عاملی شتاب زا بر سرعتش بیفزاید. فرضیه مقاله در پاسخ بدین پرسش که «سخن قرآن درباره موانع مشارکت سیاسی و راهکارهای ارتقای آن چیست؟» این گزاره را مطرح می سازد که بر پایه مفروض، امکان ظرفیت سنجی مفاهیم سیاسی امروزین در قرآن مبتنی بر تفسیر موضوعی وجود دارد و با واکاوی دال و مدلول ها، می توان به طور عام و خاص دریافت که قرآن دراین باره سخن دارد و آن را ذیل محورهای ذهنی فرهنگی، اجتماعی، سیاسی و اقتصادی و برپایه قاعده جری و تطبیق و نیز الغای خصوصیت اصطیاد نمود. براین اساس، مهم ترین مانع ذهنی فرهنگی، بسط بی جهت و بی ضابطه قلمرو دین است که عرصه را بر مشارکت سیاسی فعال می بندد و راهکار اصلی ارتقا نیز، بسط اعتدالی و به دور از افراط و تفریط قلمرو دین است. اختلاف و نزاع غیرهنجارمند مهم ترین مانع اجتماعی است که فضای نامنتظم و فتنه گون ایجاد می کند و راهکار مهم اجتماعی نیز توجه به مکانیزم های رفع اختلاف مانند صلح توسط داوران مرضیّ الطرفین است. مهم ترین مانع سیاسی، استبداد است؛ به ویژه اگر با دین آمیخته شده باشد و مهم ترین راهکار، افزایش ظرفیت سیاسی و ترویج مداراست. مهم ترین مانع اقتصادی نیز تبعیض است که در مقابل عدالت اقتصادی و اجتماعی می تواند مهم ترین راهکار اقتصادی افزایش مشارکت سیاسی باشد.Examining Barriers and Solutions for Enhancing Political Participation in the Quran
Political participation is regarded as a significant subject within political science and the foundational elements of social and political well-being. It is a complex matter with major obstacles that can either impede its progress or accelerate it. This article posits the question, "What does the Quran say about the barriers to political participation and strategies for its enhancement?" The assumption underlying this inquiry is that there is a potential for conceptualizing contemporary political concepts in the Quran based on thematic interpretation. By exploring the indicators and implications, it can be broadly and specifically understood that the Quran addresses this issue under the mental, cultural, social, political, and economic axes. The primary cultural obstacle is the unfocused and unregulated expansion of the religious domain, constraining active political participation. The main solution for enhancement lies in temperate expansion, avoiding extremes, and refraining from exploiting religious jurisdiction. Aberrant conflicts pose a significant societal obstacle, generating an irregular and tumultuous atmosphere, and a crucial social solution is to focus on conflict resolution mechanisms, such as mediation by unbiased arbitrators. The primary political barrier is tyranny, especially when intertwined with religion, and the key solution is to increase political capacity and promote moderation. The primary economic obstacle is discrimination, and the most crucial economic solution is working towards political participation through economic and social justice.
