There is an emerging hierarchical order in the Middle East that is both unstable and is also a source of instability. In the current regional setting, the inherent instability of this order is the result of a confluence of four mutually reinforcing developments. First, the global context has entailed a steady departure, or weakening, of the United States as an active interested power in the Middle East, opening up space among local aspirants for regional hegemony. A second factor is the competition among regional powers not only for the expansion of regional influence but also their power and position in the larger global order. Israel and Saudi Arabia seek to maintain the global status quo, while Turkey and Iran perceive of themselves as counter-hegemonic powers and seek to undermine the Western-engineered global order and hierarchy. Third, while some regional middle powers are more pragmatic in their foreign policy choices (i.e. “pragmatic” middle powers), some form alliances on the bases of ideological or identity affinity (i.e. “allied” middle powers), further deepening and prolonging tensions. Fourth and finally, the collapse of central authority in several Arab states following the 2011 uprisings—in Libya, Syria, Iraq, Lebanon, and Yemen—has provided the perfect opportunity for the regional powers, and even some of the secondary regional states, to expand their influence through local proxies and non-state actors. The combined features of the regional order in the Middle East are likely to inhere instability and tensions for the foreseeable future.

Small states are generally assumed to be on the receiving end of power in the international arena rather than a source of it. But from the late 1990s up until mid-2013, when Sheikh Hamad Al-Thani ruled the country, Qatar became endowed with a form of power. This form of power did not conform to traditional conceptions of “soft,” “hard,” or “smart” power but was a composite form of power that could be best described as “subtle power”. Qatari foreign policy at the time was comprised of four primary components. These included hedging, military security and protection, branding and hyperactive diplomacy, and international investments. Combined, these four foreign policy components bestowed Qatar with a level of power and influence that was far beyond its status as a small state and a newcomer to regional and global politics. This type of power was neither rooted in the attraction of norms (soft power) nor in military ability (hard power). It instead consisted of a form of often behind-the-scenes agenda setting that could be best described as subtle power

دموکراتیزه شدن در خاومیانه و ایران

تداوم اقتدار دولت از یک سو و ضعف و وابستگی نسبی سیاسی جامعه از سوی دیگر ، موانع برطرف نشدنی را پیش روی روند دموکراسی در خاورمیانه قرار داده است . به همین دلیل ، هیچ کدام از سه خصیصه اصلی دموکراسی سازی - دموکراسی سازی از طریق جامعه مدنی ، توسط کناره گیری داوطلبانه رهبران سلطه جو و ایجاد شکاف در هسته یکپارچه نخبگان حاکم - نتوانسته اند به طور عمده در این ناحیه جلوه گر شوند . البته دو کشور لبنان و ترکیه استثناء واقع می‌شوند . در ایران ، در دوره نخست ریاست جمهوری آقای خاتمی ، به نظر می‌رسید که نبود هماهنگی نهادی و ایدئولوژیکی در دولت ، باعث کند شدن روند دموکراسی شود...
