بررسی ناپایداری صادرات بخش کشاورزی ایران با رویکرد مارکف سوئیچینگ (مقاله علمی وزارت علوم)

چکیده
درجه بالایی از بی ثباتی صادرات برای کالاهای اولیه می تواند اثر سوء بر رشد کشورهای در حال توسعه داشته باشد. هر گونه بی ثباتی در درآمد های ارزی موجب خواهد شد که برنامه ریزی های توسعه اقتصادی در فضایی نامطمئن صورت گیرد. در این تحقیق برای اندازه گیری نوسانات تجاری بخش کشاورزی طی دوره ی 90-1360 از فیلتر هدریک-پرسکات، هم چنین مدل مارکف سوئیچینگ دو رژیمه بهره گرفته شد. یافته های تحقیق نشان می دهد که در 14 سال از سال های مزبور افزایش و در 17 سال کاهش بر فعالیت های صادراتی بخش کشاورزی حاکم بوده است. طول دوره های کاهش از طول دوره های افزایش بیشتر و دوره های افزایش از تندی بیشتری نسبت به دوره های کاهش برخوردار بوده اند. بنابر این در دوره ی مورد بررسی بخش کشاورزی بیشتر دارای نوسانات کاهشی صادرات بوده است که این موجب کاهش قدرت کشور در صادرات محصولات غیر نفتی شده است که این اثرات در زیر بخش های آن نیز مشخص است، واضح است که این موجب از دست رفتن بازارهای جهانی صادرات محصولات کشاورزی شده و وابستگی کشور را به واردات این محصولات افزایش داده است. بنابراین بررسی عوامل موثر بر نوسانات کاهشی و عدم پایداری افزایش صادرات در بخش کشاورزی می تواند در توسعه صادرات این زیر بخش موثر باشد.Instability of agricultural exports in Iran with Markov Switching approach
High degree instability of primary goods exports can lead to negative effect on growth in developing countries. Any instability in the foreign exchange revenues will lead to uncertainty in economic development planning. In this study for the measuring of agricultural trade volatility during the period 1981 - 2011 , hodrick–prescott filter was used also the Markov switching model was utilized in two regimes. Our findings indicate that in 14 years increasing and in 17 years declining has been take place in agricultural export activities. Period during s of declining was greater than period during of increasing. Increasing periods have more steepness than declining periods. Thus, during the study period, the agricultural sector has been more declining exports volatility so this will reduce the strength of the country''s non-oil exports and this effect is also visible in the subsections, Obviously, this leads to loss of agricultural exports in world markets and the country''s dependence on imports of these products has increased. Thus the study of factors affecting the reduce volatility and instability exports of agricultural export can be effective in this subsection.
