الزامات و بایسته های اقتصادی حکمرانی مطلوب استانی در چارچوب رویکرد اقتصاد مقاومتی

چکیده
حکمرانی اقتصادی استانی به دلیل اهمیت آن در مدیریت مسایل اقتصادی و افزایش سطح توانمندی های استان ها از جمله مفاهیم کلیدی در منظومه پیشرفت اقتصادی در سطح کلان ملی محسوب می شود. تلاش جهت تامین اهداف اقتصادی اعلام شده در سطوح استانی به عنوان محیط عملیاتی اجرای سیاست های اعلامی مهم ترین بستر پیشبرد مفهوم حکمرانی اقتصادی است. آنچه در پیشبرد حکمرانی اقتصادی در سطح استانی از اهمیت بالایی برخوردار است نوع رویکردی است که مورد استفاده قرار می گیرد. مفهوم اقتصاد مقاومتی با رویکرد متمایز از سایر نظریه های غربی اقتصادی و برخوردار از ابزارهای مفهومی و اجرایی موجود در ان می تواند به حکمرانی اقتصادی استانی در ابعاد نظری و اجرایی کمک کند. سوال پژوهش حاضر این است که نسبت مفهومی رویکرد اقتصاد مقاومتی و مفهوم حکمرانی اقتصادی استانی چگونه تبیین می شود؟ در پاسخ به سوال فوق فرضیه ذیل مطرح می شود که نسبت مفهومی رویکرد اقتصاد مقاومتی و حکمرانی اقتصادی استانی در سه ضلعی مفهومی مشارکت اقتصادی مردمی، نرم افزار مدیریت جهادی و اسناد بالادستی خلاصه می شود. روش پژوهش در مقاله حاضر توصیفی- تبیینی و روش گردآوری مطالب اسنادی و کتابخانه ای است.The economic requirements and requirements of optimal provincial governance in the framework of the resistance economy approach
Provincial economic governance is considered as one of the key concepts in the system of economic progress at the macro-national level due to its importance in managing economic issues and increasing the level of the capabilities of the provinces. The effort to achieve the economic goals announced at the provincial levels as the operational environment for the implementation of announced policies is the most important platform for advancing the concept of economic governance. What is of great importance in promoting economic governance at the provincial level is the type of approach that is used. The concept of resistance economy with a different approach from other western economic theories and having the conceptual and executive tools available in it can help the provincial economic governance in theoretical and executive dimensions. The question of the current research is how to explain the conceptual relationship between the resistance economy approach and the concept of provincial economic governance? In response to the above question, the following hypothesis is proposed that the conceptual ratio of resistance economy approach and provincial economic governance is summarized in the conceptual triangle of popular economic participation, jihadi management software and upstream documents. The research method in this article is descriptive-explanatory and the method of collecting documentary and library materials.
