چکیده
بررسی و تحلیل وضعیت کنونی کشور، نشاندهنده عدم استقرار کامل نظام شایسته سالاری به معنای دقیق آن است. از این رو محقق بر آن است با استفاده از روش توصیفی- تحلیلی، نظام شایسته سالاری مبتنی بر فرهنگ اسلامی را تبیین کند. در همین راستا با بیان ریشه ها و عوامل اصلی و تأثیرگذار بر نظام شایسته سالاری اسلامی و مبنا قرار دادن آنها الگوی نظام شایسته سالاری مبتنی بر فرهنگ اسلامی ارائه شده است.Explanation of Meritocracy System Based on Islamic Culture
Evaluation and analysis of the present condition of the country, shows lack of appropriate establishment of the system of meritocracy. Because of this the researcher by using descriptive-analytical ways, explains meritocracy system based on Islamic culture. In doing so , by stating the roots and the main and the effective factors in Islamic Meritocracy, the pattern of the meritocracy system based on Islamic culture is presented. The results of the study then shows in order to explain the system of meritocracy based on Islamic culture, the main factors in relation to it should be considered. The main factors include prophetic mission (being close to God), general outcomes (cultural, financial, political, social), analysis of the condition (inner and outer) and general strategies (Religious, ethical, financial, political and scientific). In Islamic Pattern of governing (Logic- strategies) Islamic strategy has priority over other goverments.
