چکیده
یکی از عمده ترین هزینه های دولتها حتی در دوران صلح هزینه های بخش دفاع و امنیت می باشد و کشورهای مختلف بخش مهمی از درآمدهای عمومی خود را برای این بخش هزینه می کنند. دولت جمهوری اسلامی اسلامی ایران نیز همه ساله بخشی از بودجه عمومی خود را به این مهم اختصاص داده است. در بخش دفاع، تقویت بنیه دفاعی یکی از مهم ترین ماموریت هاست که بخش عمده ای از این ماموریت مهم بر عهده صنایع دفاعی کشور می باشد. یکی از نکات مهم در توسعه و تقویت یک صنعت تامین مالی پایدار آن صنعت می باشد. تاکنون تامین مالی صنایع دفاعی صرفا بر عهده دولت بوده و از محل بودجه عمومی دولت تامین می شده است. در سال های اخیر، نوسانات درآمدی دولتها و به تبع نوسانات بودجه دفاعی و بطور خاص بودجه تقویت بنیه دفاعی، صنایع دفاعی کشور را به دلایلی دچار چالش هایی نموده است. در این تحقیق ضمن مطالعه روشهای تامین مالی در ایران و جهان و پس از مصاحبه با خبرگان و نیز اجرای روش دلفی و با اجرای آزمون دوجمله ای و آزمون t تک نمونه ای یافته های تحقیق تایید و با سپس با آزمون فریدمن روش های برتر رتبه بندی شدند.Assessment & Prioritizing financing methods suitable for the defense industry of the Islamic Republic of Iran
One of the major expenses of governments even in peacetime is the expenses of the defense and security sector, and different countries spend an important part of their public revenues for this sector. The government of the Islamic Republic of Iran has allocated a part of its general budget to this issue every year. In the defense sector, strengthening the defense base is one of the most important missions, and a major part of this important mission is the responsibility of the country's defense industries. One of the important points in the development and strengthening of an industry is the sustainable financing of that industry. So far, the financing of the defense industry has been solely the responsibility of the government and it has been financed from the general budget of the government. In recent years, the government's income fluctuations and as a result of the fluctuations of the defense budget and specifically the budget for strengthening the defense base, the country's defense industries have faced challenges for some reasons. In this research, while studying financing methods in Iran and the world, after interviewing experts and implementing the Delphi method, the findings of the research were confirmed with the binomial test and the one-sample t-test, and then with Friedman's test, the best methods were ranked.
